Description:

This exciting new role is within the Corporate Procurement Branch of the Department of Education. The successful candidate will undertake procurement strategy development, as well as lead goods and services sourcing and contract management activities for the newly established Victorian early learning and childcare (ELC) centres.

About the Division
Corporate Procurement supports and advises on procurement of goods and services undertaken by the department. It undertakes category planning and strategy development as well as leading sourcing activities end-to-end.
Early Learning and Childcare Centres for Victoria
The Victorian Government has committed to expand kindergarten programs across the state and give children the best start to life. As part of this major initiative 50 new early learning centres will be built across Victoria.
These government-owned and run centres will provide childcare, Three and Four-Year-Old Kindergarten and, eventually, transition to include Pre-Prep.
These centres will provide early learning advantage for local children and the benefit the broader community.
About the Role
The purpose of this role is to work within the Corporate Procurement Branch to undertake procurement strategy development as well as leading goods and services sourcing and contract management activities for the new Victorian early learning and childcare (ELC) centres. (This excludes all construction related procurement)

You will provide your expertise in the following services for the ELC centres:

  • undertake strategy development and provide procurement support, advice and assistance to internal stakeholders;
  • develop appropriate category management strategies for all goods and services required by the ELC centres,
  • undertake and deliver all sourcing activities (end-to-end procurement) required for the ELC centres in accordance with DE procurement policy and processes by:
  • development of appropriate sourcing strategy per category for goods and services
  • development and drafting of tender documentation for each tender
  • planning and management of all required tender processes
  • management of the evaluation of proposals for each tender
  • undertake negotiation and award for each tender
  • development of contracts with Legal support
  • negotiation and execution of all contracts.
  • provide pro-active contract management services for each panel and/or individual supplier contract for all categories and ensure best value for the centres
  • drafting of contract management plan for each supplier contract
  • manage all orders and payments for centres in accordance with the ELC model
  • manage supplier performance against agreed KPIs
  • manage all contract risks
  • provide reports and data as needed
  • renew or extend contracts as needed
  • undertake all aspects of contract management
  • apply critical thinking to benchmark, research and assess the market, determine risks, analyse competition, trends and new opportunities, to provide ongoing value for the ELC centres
  • undertake duties as required for procurement and contract management related matters.
