QUALIFICATIONS AND COMPETENCIES

  • Master degree or equivalent, in Contract Administration or Civil/Mechanical/Electrical Engineering or preferably a combination of the former.
  • Quantity Survey education and experience
  • Project Management Education
  • Relevant courses in the FIDIC Contractual Framework and/or other relevant internationally renowned contract standards applicable for Hydropower and P2X projects.
  • 10+ years management experience from procurement and contract management for large projects in the Oil&Gas, Processing Industry, Mining and/or Hydropower industry.
  • This includes the following:
  • Managing the procurement and contracting process
  • Contract Management during execution
  • 10+ years from EPC organizations
  • Fluent both written and spoken in English
  • Other language skills like Spanish, German, French is an advantage

Responsibilities:

MAIN PURPOSE OF POSITION

Currently we are looking for a Senior Procurement and Contracts Manager in Oslo, Norway to be part of our global team working together towards our vision – Improving our future. As our Senior Contract Procurement and Contracts Manager you will provide support to the Scatec organization by overseeing all Engineering, Procurement, and Construction (EPC) contract activities for large and complex projects in Solar, P2X, hybrid, BESS and wind were a fit-for-purpose approach is necessary. This support shall be rendered directly to the relevant Project Director, encompassing the stages of development, structuring, and delivery, with the aim of leading and managing the formulation, implementation, and execution of a suitable procurement and contracting strategy.
This strategy shall be based on and fitted to the agreed project objectives, partner structure, stakeholder situation, interface mapping, risk assessment and mitigation plan, and other relevant factors. Furthermore, you are responsible for monitoring and controlling the execution of the contractual framework and providing periodic reports to the project management and the rest of the governance structure around the project on these issues.
You will closely collaborate with project management, supply chain management, construction management, legal, project control function, and other relevant parties (depending on the organization structure for each project). Such collaboration and interaction are necessary to effectively communicate and address contract-related matters with contractors and subcontractors throughout the entire process, ranging from the establishment of the procurement and contracting strategy to the execution of the project and its handover to operations and maintenance (O&M). This involvement may take the form of direct participation in the project or through support provided to the project organization within the established governance structure.

MAIN RESPONSIBILITIES

  • Establish Contract and Procurement Strategies: Develop contract and procurement strategies for projects with complex contract structures and procurement requirements, such as those outlined in the World Bank Procurement Guidelines; Formulate interface management plans, cost plans, and schedule requirements to ensure efficient project execution.
  • Assist in preparation of EPC Contracts and Subcontracts: Collaborate closely with legal, project management, supply chain management, technical management and all other relevant disciplines to prepare robust Engineering, Procurement, and Construction (EPC) contracts and subcontracts; Ensure that contracts are designed to minimize interface-related risks, mitigate schedule slippage, and prevent cost escalation while optimizing to achieve a competitive overall cost and timeline.
  • Manage Contractor Selection: Oversee the prequalification and initial selection of key contractors and subcontractors; Facilitate the tendering process, evaluate proposals, and conduct negotiations to finalize contracts for implementation in line with the procurement strategy (including full compliance both with internal and external requirements such as the World Bank Procurement Guidelines or other relevant frameworks).
  • Commercial Management of Subcontractors: Take a commercial perspective in managing contractors and subcontractors, including formal correspondence related to contract management and interface risks; Manage contractual determinations and payments to contractors, manage variations in scope, and address claims for increased costs and extensions of time.
  • Prepare Project Reporting: In collaboration with the Project Control function, generate comprehensive project reports that include risk assessments and mitigation plans; Provide detailed insights into the project’s status, potential risks, and strategies for managing and mitigating them.
