Responsibilities:
PURPOSE
Responsible for liaising with the Project Team for the Contract functions on the projects to which they are assigned. Provides the focal point for the Contract packages assigned to and related activities on the project, liaising with the Project Manager, the client, and all disciplines including the Supply Management Director and the Project Contract Manager.
ABOUT THE ROLE
Assigned to Project to execute Project Contract activities:
- Diligently plan, monitor, control, and report the work, strong in preparing contractual letter and claim assessments
- Well verse with various type of construction terms and conditions in the O&G and chemical industries.
- Excellent in contract management.
- Coordinate with other disciplines in a reliable, consistent and predictable manner, influencing people is a must.
- Familiar with the basis of measurement and preambles for Civil, Piling, Structural, Mechanical, Piping, Scaffolding, Painting, Insulation, Tankage, Electrical and Instrumentation.
- Deliver tasks, recognize, escalate, and reports issues, creative, enhance original approaches.
- Work with Contract Teams, discipline leads, Project and Construction Managers.
- Carry shared responsibilities and deliver results and deliver best practice and value.
- Independent, reliable, problem solver; and responsible to drive value savings.
- Plan and organize work in best sequence drive, lead, report, and manage pre and post Contract activities for packages of work.
- Liaise with Clients, Project Managers, Construction Managers, and various disciplines.
- Contract claim assessments, prepare contractual correspondences, dispute settlement.
- Quantity take off for Civil, Piling, Structural, Mechanical, Piping, Scaffolding, Painting, Insulation, Tankage, Electrical and Instrumentation.
- Deliver administration and closeout of the Contract.
- Responsible for compliance with Worley or Project systems, tools, processes, and procedures.
- Responsible for delivering in accordance with the Contract Execution Plan.
- Responsible for delivering in accordance with the allocated budget.
- Protect the integrity of data (consistent, reliable, and predictable) .
- Accurate and timely reporting of Contracting activities.
RESPONSIBILITIES WILL INCLUDE:
- Comply with work processes, procedures, instructions and guidelines, including Contract Execution Plan, Co-ordination Procedure and Quality Plan.
- Prepare cost estimates and submitted for review to the Contract Manager prior to submission to the Project Manager.
- If required, engage the market using processes, procedures, instructions and guidelines as written out in the Contracts strategy.
- Responsible for:
- Project setup including systems and tools;
- Contract management of Contractors and Service Providers;
- Change and dispute managements;
- Prepare contractual letters and correspondences;
- Defend and resolve claims expeditiously;
- Maintain systems and tools for reporting; and
- Issuing Contract status reports.
- Maintain the Contracts plan in conjunction with Construction, Project Management, Engineering, and Planning.
- Compile, manage and update the project-specific bidders’ list in conjunction with Construction, Project Management, Engineering, and the Project Manager.
- Lead formal enquiry packages, ensure issuance to each of the Contractors on the approved project Bidder List, and expedite bid returns to meet the closing date.
- Maintain, lead and control all contact with bidders/Contractors during the bidding /evaluation period and after Contract award, and that technical and commercial communications and evaluation are recorded in writing and distributed.
- Evaluate quotes, follow up Technical Bid Analysis (TBA), prepare Commercial Bid Analysis (CBA), and make award recommendations to the Client on the most suitable bidder considering the price, technical acceptability, and delivery consistent with the project requirements.
- Ensure CBAs are approved at the appropriate authority level prior to commitment, and that Contracts are prepared in the agreed format and issued in accordance with project requirements.
- Lead project meetings and negotiations with Contractor.
- Maintain records of Contracts expenditure and managed within budget.
- Manage variations and claims against the Contract.
- Quantity take off for Civil, Piling, Structural, Mechanical, Piping, Scaffolding, Painting, Insulation, Tankage, Electrical and Instrumentation.
- Assessing and evaluating applications for payment/ invoicing and making recommendations and ensuring payment.
- Report regularly on areas of concern/ issues /opportunities and threats and areas that are working well on the project.
- Ensures Change Orders are issued as appropriate, invoices are received, checked, and approved, and all claims or back charges are resolved.
- Ensures Contracts files are always maintained and are current.
- Keeps abreast of market conditions and maintains regular communications with key Contractors;
- Advise Contract Manager and Supply Management Director of potential new sources of supply, and of current supplier’s performance provides Contract support to estimates when required.
- Ensure Contracts are expedited to completion, including coordination with Construction, Engineering, Quality, Health, Safety, Security and Environment, and
- Quality Control, and that all Contractor documentation is received.
- Conduct Contractor Performance Assessment upon Contract closure; and prepares final accounts and closeout, manages the return and release of Securities/Bonds and Warranties.
- Gain acknowledgement of all written correspondence to Contractors and minutes of meetings with Contractors.
- Electronic storage of Contract files after completion as well as their transmission to the Home Office for retention.
- Observe HSE rules and procedures at all times.
- Ensure a high standard of housekeeping in the work area and set examples for HSSE to other employees.
Reports hazards, accidents, property damage, and substandard actions and conditions; and participate in accident investigations when required.
CO-OPERATION AND COMMUNICATION :The Senior Contract Administrator is required to maintain good relations with all stakeholders, internally and externally, and shall ensure Worley professional ethics are observed at all times.
- The career profile of a successful Senior Contract Administrator may show qualification in a specific field of expertise which will contribute to all-round management capability. However, the emphasis in identifying a Senior Contract Administrator’s potential is centred on the illustration of proven capability, experience, versatility and interest. Formal qualifications which indicate the suitability for a Senior Contract Administrator may include:
- Degree in Engineering, Quantity Surveying or equivalent; or
- Diploma in Engineering, Quantity Surveying or equivalent.

- Knowledge of major PMC/EPC/EPCM Businesses and of Client business
- Knowledge of E and EPC, EPCm and PMC type projects
- Familiar with Multi-Office delivery
