Description:

SALARY RANGE IS $65K TO $150K, WITH A MIDPOINT OF $105K. NEW HIRES TYPICALLY RECEIVE BETWEEN MINIMUM AND MIDPOINT, HOWEVER, WE MAY GO SLIGHTLY HIGHER BASED ON EXPERIENCE, INTERNAL EQUITY AND MARKET.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelors degree in Information Technology, Computer Science, Business Administration or closely related field with four years of experience in information technology that includes working with an enterprise level, networked server business application; OR an equivalent combination of education and experience.

Responsibilities:

GENERAL PURPOSE:

Under general direction, maintains, administers, monitors and provides analytical expertise and technical support for the agency’s enterprise system and highly complex/specialized technology applications for the Procurement & Contracts Division (PCD). Provides an overall strategic analysis, troubleshooting, testing, documentation, operation functionality, training, and services using enterprise and other system applications to provide internal and departmental customers with assistance with use of procurement & contracting support technology. Increases, develops and coordinates cross-department business processes for standardization and consistency. Analyzes standards and methodologies for improving procurement systems performance, utilization, reporting, and data updates to ensure compliance and data integrity.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Serves as the subject matter expert and lead on all procurement technology projects/assignments; leads, coordinates, and provides direction and guidance for lower level staff, consultants, and IT staff. Performs technical operations, troubleshooting and testing of Enterprise and other systems and applications in assigned area; develops test data and scripts; develops and updates documentation for Technical Manuals, System Specifications and Requirements, Test Scripts, and Training Manuals; applies knowledge and skills from technical publications, manuals and other documents to systems operations.
  • Monitors performance of systems and processors and troubleshoots issues and concerns; responds to issues and works with IT and departments to resolve or direct resolution of issues as required.
  • Plans and performs regular spot audits of the procurement technology systems and other applications to ensure proper controls and security features are in place and functional in addition to helping to identify for gaps and champion for technology improvements.
  • Develops and maintains standard procurement systems operating procedures and process flows, analytic and project status reports, analyzing and troubleshooting data integrity issues, generating reports and coordinating system changes and problem investigation/resolution.
  • Designs complex processes and implements projects using strong project management skills and process improvement methodologies.
  • Responds to management requests for data or data analysis available through the enterprise system and other sources as assigned. Serves as the Subject matter expert for agency procurement systems users.
  • Assists in development and management of spend analysis, including financial analysis and forecasting, cost/benefit and utilization analysis through system solutions.
  • Provides support to the division on matters as directed; serves as staff on a variety of committees; maintains awareness of new trends and developments in the fields related to area of assignment; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
  • Coordinates a variety of other division systems related programs, projects, and services and serves on a various committees as assigned; attends and participates in professional group meetings; stays abreast of new trends and innovations in the systems area of service; maintains awareness of federal, state and local regulations and impact of changes on the Agency; may work on or have lead on special projects or participate as member of other teams.
  • Configures systems and related tools and applications as needed to improve or better support business functions.
