Job Summary:
Reporting to the Director, International Partnership, the Senior Program Officer (SPO) is primarily responsible for supporting the development, planning, implementation and management of complex activities and planned results primarily related to the programs/projects within the team. This includes the development of work plans, budgets, writing reports/briefs, the preparation and delivery of presentations and the coordination of day-to-day work as assigned by the Director (or designate).
The incumbent will play a leadership, consulting and problem-solving role with member institutions, partners, senior officials, funding agencies and staff. This position will focus primarily, but not exclusively, on work assigned with the Egypt Green Skills for the Climate-mart Agribusiness Network (EGYCAN).
The position may be called upon to support other programs in the portfolio, and to assist and provide support to and for proposal development, monitoring and follow-up as well as other files if/as required.
The work of the Senior Program Officer is supervised by the Director, International Partnership. Expectations are based on objectives and work plans set annually and reviewed periodically.

Specific Expectations:

The Senior Program Officer will:

  • Participate in developing, planning, implementing and managing activities supporting EGYCAN, other programs and new initiatives (expressions of interest, concept notes, proposals, etc.);
  • Assist in the development of calls for proposals for CICan membership, support the partner-led selection process, lead on developing, administering and monitoring contracts; coordinate the work flow associated with tasks delegated;
  • Provide guidance, planning and operational support to member institutions, the funder (Global Affairs Canada), CICan staff and consultants;
  • Participate in the development and drafting of annual work plans and narrative reports, analytical reports, core program documents (Logic Model, Performance Measurement Framework and Risk Register), handbooks, training manuals, workshop materials and other documents with the Country manager, other CICan staff and CICan member institutions;
  • Develop and implement various tools to be accessed by member institutions;
  • Prepare annual budgets and monitor budget utilization and financial activity reports for Global Affairs Canada;
  • Review financial reports from field offices and college/institutes partners;
  • Coordinate Canadian and overseas missions;
  • Coordinate the recruitment of consultants; draft consultant contracts, manage consultant deliverables, monitor contract compliance and facilitate timely payment of invoices;
  • Support the development of field office policies;
  • Conduct research, compile records, develop briefs and presentations;
  • Draft and/or support the preparation of communications products, submissions, briefs and position papers to/for the federal government and other documents for public consumption;
  • Participate in the development and implementation of policies, procedures, and strategies;
  • Maintain contact with funders, embassies, related government sectors in Canada and overseas partners;
  • Promote and market the role and expertise of the membership and of CICan and the opportunities for member participation in various phases of programs;
  • Participate in various CICan committees and task forces if/as required;
  • Perform other duties as assigned.

Minimum Requirements:

  • Graduate from a post-secondary institution in relevant field such as international relations, international development, program management or an equivalent combination of education and experience;
  • Experience (over 5 years) in the planning, implementation and administration of international programs and projects funded by Global Affairs Canada and/or other donors;
  • Demonstrated International work experience;
  • Extensive (over 5 years) and demonstrated experience in budget management and financial monitoring;
  • Experience in the preparation and management of consultant contracts and deliverables;
  • Experience in organizing missions and events;
  • Experience in providing support to field office operations;
  • Experience in strategic planning, preferably as it relates to program management;
  • Extensive experience in results-based program management (RBM);
  • Excellent fluency in written and verbal English;
  • Abilities using Microsoft Office Suite (including intermediate-advanced Excel) and communication technologies (social media).

Desirable Requirement:

  • Fluency in written and verbal French and Arabic.
