Responsibilities:

THE ROLE

The Office of the Federal Safety Commissioner (OFSC) works to promote safe and productive work sites in the building and construction industry. Representing the Federal Safety Commissioner, the OFSC administers the building and construction WHS Accreditation Scheme (the Scheme) by organising onsite inspections by Federal Safety Officers to assess the safety of construction sites.
The OFSC consists of five sections: Operational Policy and Compliance; Accreditation Operations; Intelligence, Systems and Engagement; Scheme Governance and Assurance, and Scheme Education and Outreach. Each section performs a crucial role in maintaining the Scheme and supporting the Commissioner.
The following roles are available in the OFSC:
Scheme Education and Outreach Senior Program Officer this is a new role focused on improving the understanding of the operation of the Scheme across all sectors of the construction industry. The role includes promoting the benefits to companies of obtaining Scheme accreditation through assisting in the development of presentations and webinars and engagement with industry and industry associations. The role requires experience in interpreting and applying data, guidelines, and policies.
Scheme Governance and Assurance Team has a new senior data analyst role. The role will entail working with a small team of data specialists with a strong culture of improvement and innovation, building and implementing sound data governance and data management approaches, collaborating with business units on their data analysis and reporting needs, and producing high quality data products for a range of internal and external stakeholders.
Accreditation Operations Senior Program Officer is responsible for the oversight of a small team of Program Officers as well as having responsibility for a large and complex caseload of accredited companies that are required to maintain their accreditation under the Scheme. Depending on changing priorities for the OFSC, the role may also involve working in applications processing, audit scheduling activities or providing assistance with financial payments.
Operational Policy and Compliance Senior Program Officer is responsible for managing a large and complex caseload of companies through the accreditation, audit, and compliance processes by carrying out associated administrative functions. This may include processing audits, reviewing audit reports and evidence, drafting correspondence and audit/accreditation/compliance/ incident recommendations) The role also supports the FSC’s engagement with contracted WHS expert Federal Safety Officers and the OFSC Incident Management Process.

DUTIES AND RESPONSIBILITIES

Responsibilities of the Scheme Education and Outreach Operations Senior Program Officer include:

  • Assisting with the preparation of educational materials to explain the operation of the Scheme, including the process of applying for accreditation and the benefits of obtaining Scheme accreditation.
  • Creating engaging content (webinars, presentations, web content and guidance materials) to communicate effectively with new applicants to the Scheme and companies already holding Scheme accreditation.
  • Providing assistance to support effective liaison between the OFSC and construction industry stakeholders to outline the Scheme application process, Scheme requirements, and other assistance and support as required.
  • Obtaining and maintaining an in-depth understanding of the Scheme’s relevant legislative, policy and procedural frameworks.
  • Contributing to operational program and/or policy development, and program design.

Responsibilities of the Scheme Governance and Assurance Senior Data Analyst include:

  • Collaborating with a small team of data professionals and contributing to a culture of learning, improvement, and innovation.
  • Developing and implementing analytical processes with the use of microsoft power bi and other microsoft tooling.
  • Developing and implementing sound data governance and data management approaches.
  • Liaising with business units on their needs and identifying opportunities for improvement and efficiency gains through data analysis and reporting.
  • Building high quality data reporting products.

Responsibilities of an Accreditation Operations Senior Program Officer include:

  • Administering the Scheme: coordinating safety audits, reviewing audit reports and regular liaison with accredited companies.
  • Providing responses to general queries received regarding the Scheme, audits, audit criteria, accreditation or reporting obligations.
  • Supervision and mentoring of a small team of Project Officers
  • Reviewing reportable injury or potential injury related incidents and Scheme enforced bi-annual reporting from accredited companies.
  • Collecting, interpreting, analysing, and presenting data for the Federal Safety Commissioner, Government, accredited companies, the industry, and the public.
  • Preparation of internal and external documents including Audit Reports, written correspondence, briefings, and assessments.
  • Obtaining and maintaining an in-depth understanding of relevant legislative, policy and procedural frameworks
  • Contributing to operational program and/or policy development, intelligence gathering and program design
  • Assisting with developing and implementing procedures and processes’
  • If required, assisting with the processing of applications for accreditation under the Scheme.
  • If required, assisting with the scheduling and management of safety audits.
  • If required, assisting with the processing of financial payments to service providers.

Responsibilities of an Operational Policy and Compliance Senior Program Officer include:

  • Administering the Scheme: coordinating safety audits, reviewing audit reports and regular liaison with accredited companies.
  • Providing responses to general queries received regarding the Scheme, audits, audit criteria, accreditation or reporting obligations.
  • Supervise and support subordinate staff in undertaking their allocated caseload.
  • Reviewing reportable injury or potential injury related incidents and Scheme enforced
  • bi-annual reporting from accredited companies.
  • Prepare a complex range of written materials including correspondence and internal briefings that support administration of the WHS Accreditation Scheme.
  • Obtaining and maintaining an in-depth understanding of relevant legislative, policy and procedural frameworks.
  • Contributing to operational program and/or policy development, intelligence gathering and program design.
  • Assisting with developing and implementing procedures and processes.
  • Oversee the implementation of administrative policies and procedures for incident management, including the OFSC Post Fatality Process.
  • Assist in developing and implementing the FSO Management function, including engagement, onboarding, and performance matters.
