Senior SAS Programmer
OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT Consulting currently has an opening for an experienced Senior SAS Programmer to support a Federal government client. This is a fully remote position. The responsibilities for the Senior SAS Programmer include:
- Maintaining and enhancing the existing SAS and perl-based programs to deliver both XML and Tabular Data.
- Providing programming for data extraction, edit logic checks, data listings, summary statistics, analyses, reports, tabulations, creation of analytic data sets, and ad-hoc queries
- Leading small, ad-hoc SAS program development that involves microdata queries.
- Analyzing and studying complex system requirements.
- Managing and maintaining the design and development of software tools and subsystems to support software reuse and domain analyses and managing their implementation.
- Managing and maintaining software development and support using formal specifications, data flow diagrams, other accepted design techniques and Computer Aided Software Engineering (CASE) tools.
- Estimating software development costs and schedule.
- Reviewing existing programs and assist with development of refinements, reducing operating time, and improving current techniques.
- Supervising software configuration management.
Qualifications and Skills
A competitive candidate will possess the following:
- Minimum Bachelor’s Degree and 7+ years or Master’s degree and 4+ years of experience with major in Computer Science, Mathematics, Statistics or a quantitative/analytical field
- A minimum of five (5) years of Base SAS, Advance SAS programming, SAS Macros experience.
- Advanced knowledge of relational database concepts and SQL.
- Experience in handling large data sets and Strong PROC COMPARE skills to evaluate data sets
- Thorough Shell scripting, Python, Perl, and XML language skills with demonstrable experience
- Experience with GITLAB
- Ability to effectively communicate with project team members and sponsors throughout the project lifecycle (status updates, gaps/risks, roadblocks, testing outcomes)
- Excellent written and oral communication skills including grammatical/technical writing skills.
- Strong organizational skills.
- Ability to solve moderately complex problems (identify, propose & implement solutions).
- Ability to work in team situations.
- Demonstrated strong individual initiative.
- Ability to effectively manage multiple tasks and projects.
- Ability to lead and co-ordinate the work of small teams.
- Ability to work in a fully self-directed manner
Education and Certifications

Salary Range
$140,000-$160,000
