Primary Function
This position is contingent upon contract award.
DSoft Technology is looking for a Senior Technical Project Manager to lead a 25+ person team supporting a federal agency at two geographically separated facilities with user support help desk services, data center operations, voice and video communications, information assurance, and cybersecurity for 2,000+ system end users. This is an on-site position in either Reston, VA or Denver, CO, and is contingent upon three-year contract award. The tentative start date is July 2024. This role is expected to bring expertise in managing IT services as well as initiating, planning, executing, monitoring, and closing additional projects as directed by the government client. Essential Duties

  • Represent the Firm by providing program and project management leadership and services to the government client. Monitor and analyze performance metrics, prepare monthly status reports, and implement processes to successfully meet service level agreements.
  • Oversee and manage compliance activities of program and project management teams, daily operations, and client/customer relationships.
  • Responsible for the quality of deliverables. Develop, monitor, and report on project objectives, budget, schedule, and performance.
  • Provide thought leadership to improve operational efficiency and effectiveness.
  • Manage and evaluate individual performance of the 25+ person contractor team providing IT engineering services to the government client.
  • Perform Agile project management for technical services that include web mapping, data center management, data management, data asset management, telecommunications management, integrated library systems, and information management functions.
  • Identify, propose resolutions, and resolve project management issues in collaboration with applicable federal staff.
  • Be accountable for tasks, track time, and keep team members and the program manager informed.

Supervisory Responsibilities
You will be the Firm’s representative to the government client on all aspects of contract execution and quality. You will supervise the team through technical task leads in various areas such as User Support Help Desk, Data Center Operations, and Video & Audio Teleconferencing.

Desired Knowledge, Skills & Abilities

  • In-depth knowledge of and experience with IT Project Management processes including, but not limited to, industry standard Project Management principles and practices such as those defined by the Project Management Institute (PMI) in the Project Management Body of Knowledge (PMBOK).
  • Hands-on technical experience providing program management services and support to public sector organizations. Demonstrable success as a project manager supporting a federal government agency.
  • Demonstrated knowledge and experience with Federal Enterprise Architecture (FEA), CPIC, SDLC, IT Security Management, and Risk Management.
  • Knowledge of and experience with federal IT Investment laws, regulations and process including, but not limited to FITARA, the Clinger-Cohen Act of 1996, Title III of the E-Government Act of 2002, and FISMA.
  • Proven ability to review and analyze cost, schedule, and performance requirements for federal IT investments.
  • Knowledge of OMB reporting requirements.
  • Ability to apply consistent management approaches to IT Portfolio Management that increases the quality of data through best practices and documentation.
  • Knowledge and experience utilizing tools/methods to bring Human Centered Design into practice (e.g., Journey Mapping, Affinity Mapping, Storyboarding, etc.).
  • Demonstrated experience working both collaboratively and independently.
  • Excellent analytical skills in finding ways to work more efficiently.

Required Qualifications

  • Extensive knowledge and at least ten (10) years’ experience in technical project management
  • PMI Project Management Professional (PMP) certification required.
  • Excellent verbal and written communication skills and leadership skills.
  • Must be a U.S. Citizen.
  • Ability to successfully pass a pre-employment drug test.
