Description:

GENERAL ACCOUNTABILITIES:

Reporting to the Manager of Protection & Stations Standards within P&C Planning & Standards, provide engineering services associated with the power system with focus in the area of standards development and new technology evaluation/assessment primarily in the areas of protection, control, LAN/WAN architecture, IEC61850 Digital Substation and cyber security management systems.

ESSENTIAL KNOWLEDGE, EXPERIENCE AND QUALIFICATIONS:

  • Broad experience in providing engineering/design/analysis services in the two following areas:
  • Conventional P&C system implementation with protection relay, control & automation, gateway, LAN/WAN and related services.
  • IEC61850 Digital Substation implementation
  • Professional Electrical Engineer (or eligible for accreditation per the PEO)
  • Has a solid, broad and detailed technical knowledge on more than one of the following technologies: Metering, electrical mechanical protection relay systems, intelligent electronic devices, gateways, routers/switches, LAN networking, analog/digital networking, RTU/SCADA, IEC61850.
  • Has experience/knowledge of configuring protection relays.
  • Has broad technical knowledge on, and experience with utility protection relay standard development and related IEEE and IEC protection standards.
  • Has knowledge of regulatory requirements (IESO, NPCC).
  • Previously provided design functions / technical engineering support for P&C System equipment, or other related systems such as protection relays, teleprotection, supervisory control, telemetry or related systems.
  • Performed the planning, design, implementation and commissioning of protection relays/P&C systems/equipment.
  • Has experience in performing thorough tests in the Protection & Control systems in laboratory and field environment. This includes solid knowledge in preparing test plans and the use of applicable test equipment.
  • Four year university education in electrical/telecom engineering or equivalent.
  • A period of over 6 years and up to and including 8 years is considered necessary to gain this experience.

Responsibilities:

  • Provide engineering/design/analysis/support services in the area of protection and control, covering implementation with both conventional IED and IEC61850 standard on Digital Substation.
  • Review existing P&C protection relay designs and practices, work methods standards, etc., updating and preparing new documented design standards, recognizing opportunities for introduction of new technology and recommend changes to reduce costs and increase productivity. Prepare and evaluate tenders.
  • Through collaboration with peers in the Standards Team, prepare standard design interfaces for protection standards to operate on IEC61850 station and process bus architecture.
  • Evaluate and assess new protection relay equipment/technology and document results and findings in high quality reports.
  • Support protection, control and/or network design work for complex Protection projects.
  • As part of the P&C design work, understand and be able to effectively interface and utilize existing P&C facilities normally found in a power utility transformer station.
  • Provide a broad range of expert protection technical expertise and/or knowledge in the design, construction, installation, reliability analysis, commissioning, implementation, and maintenance of protection and control technologies.
  • Interact, as required, with Protection Design group, Control Design group, Telecom Design group, OGCC-Operating Facilities technical team, P&C Technical Services, Field P&C, Construction forces, ITMC and System Investment Planning to provide expert technical leadership with respect to protection relay standards used for the power system.
  • Assist in the monitoring of equipment performance and compliance with regulatory requirements, investigate problems and initiate corrective action.
  • Ensure overall and day-to-day Dept. objectives and performance are met and in compliance with NPCC, NERC CIP, IESO Market rules, and other regulatory requirements.
  • Provide expert technical leadership to vendor’s staff and Field P&C with respect to testing of protection relay systems and other ancillary equipment.
  • Provide contract monitoring of vendor installation crews and provide inspection and workcraft quality assessment of vendor equipment installations (both for pilot installations and project installations).
  • Assist in initiating and administering work programs and budgets.
  • Perform other duties as required.
  • Occasional travel to lab facility in Richview is required.
