We are seeking applications from candidates with demonstrable experience in:
- Autonomously delivering and influencing desired outcomes in a complex stakeholder environment. Proven ability to build and maintain effective working relationships with a range of external and internal stakeholders.
- Strong financial regulatory, compliance or risk management expertise. Capacity to apply these skills to assess registrations, categorisations and ongoing compliance and monitoring activities.
- Sound data skills including analysing data sets and ability to read financial reports to support and influence decision making.
- Excellent oral and written communication skills, evidenced by an ability to prepare clear advice and recommendations, using a range of information sources, including complex briefs and reports.
- Excellent influencing and negotiating skills to reach desired outcomes whilst balancing competing stakeholders’ interests.
- Good project management skills to manage and deliver complex regulatory reform and joint government projects within timelines whilst managing a competing workload.
Experience and qualifications
- More than 5 years relevant experience is required, preferably with a background that includes finance and regulatory experience.
- Possess a relevant tertiary qualification in economics, policy, business, accounting, etc.
- Sound understanding of data analysis would be highly regarded.
- Experience in public policy, finance and economic analysis would be highly regarded as would interest in and knowledge of the social housing sector.

- Regulate of a portfolio of registered agencies in accordance with the Housing Act 1983, gazetted Performance Standards, Intervention Guidelines and associated policies, systems and business processes.
- Monitor the compliance, business performance and financial viability of a portfolio of regulated agencies against Performance Standards, providing expert and authoritative advice to the Regulation Manager and Registrar of Housing Agencies (Registrar) on individual agency and sector performance.
- Support the Regulation Manager on the development, planning and management of joint government projects for wider social housing system reform.
- A confident communicator, ensuring effective engagement with registered agencies and other key stakeholders.
- Identify emerging issues, trends and areas of potential harm for registered agencies and the sector.
- Be commercially astute and experienced
Responsibilities:
Reporting to the Manager Regulation, the Senior Regulation Analyst is a key member of the Victorian Government’s Housing Registrar team, providing expert regulatory advice. The Senior Regulation Analyst will work within the Housing Registrar team to regulate a portfolio of community housing agencies (registered agencies) as lead analyst. This role will also assist the team in delivering regulatory reform projects, data analysis, regulatory reporting and be involved in a range of strategic joint government projects.
