THE ROLE
Pacific Labour Operations Division Overview
The Pacific Australia Labour Mobility Scheme (the PALM Scheme) has two key objectives:
- To contribute to the economic development of nine Pacific Island countries (Fiji, Kiribati, Nauru, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu) and Timor-Leste; and
- To assist Australian employers to meet labour needs in rural and regional Australia, subject to local labour market testing to enable Australian job seekers first opportunity for the job.
The Pacific Labour Operations Division in DEWR is responsible for delivering the domestic operations of the program in Australia.

The Division operates in a fast paced, dynamic environment with a requirement for ongoing stakeholder engagement.
Reporting to the Assistant Director, the Senior Relationship Manager is responsible for the relationship management of a case load of Approved Employers (AEs) who recruit workers under the PALM Scheme, and other program stakeholders. Tasks include assessment of recruitment documentation, capacity development of AEs, conducting monitoring visits and accommodation inspections, education sessions with relevant key stakeholders, and management of complex issues and incidents with AEs and workers.
DUTIES AND RESPONSIBILITIES
Responsibilities of the APS Level 6 may include:
- Work in a range of cultural environments to communicate sensitively and effectively with people of diverse backgrounds (e.g. the ability to communicate with nationals from the PALM participating countries would be desirable),
- Liaise with employers, workers, and other stakeholders to respond to complex enquiries, complete administrative processes, and build capacity to ensure positive outcomes,
- Establish, manage, and document procedures, processes, and internal controls, and assist in the strategic planning of the section,
- Communicate with diverse audiences through well-developed written and verbal skills,
- Manage competing priorities in a dynamic environment,
- Contribute to team reporting requirements and delivery of project outcomes,
- Development and management of the relationships with local communities, councils and other relevant stakeholders to identify opportunities for information sharing and joint operations,
- Staff supervision.
