Description:

JOB SUMMARY:

The Senior Research & Policy Analyst assists the WCB Board of Directors, Executive and other areas of the organization by providing policy proposals, briefing notes, discussion papers, and information and guidance in the interpretation and application of policies and procedures. The Senior Research & Policy Analyst also identifies, monitors and analyzes relevant trends and issues impacting the Manitoba workers compensation system.

QUALIFICATIONS:

Graduate degree (Masters) in Social Sciences, Economics, Business Administration, Public Administration, Statistics, or Epidemiology
Minimum of five (5) years of directly related experience in data analysis and issue/policy development
Knowledge of statistical methodologies and/or mathematical/economic operations
Proficiency in the use of personal computers and software (Word, Excel and PowerPoint) in a Windows environment
Well developed research and analytical skills
Ability to perform cost-benefit analyses and to assess economic and financial implications of policy/program recommendations
Advanced abilities in quantative and qualitative evaluation research and program evaluation
Ability to research, evaluate, document and present complex issues and recommendations
Excellent verbal and written communication skills including the ability to communicate information in plain language
Ability to organize and prioritize work load while managing multiple complex issues within tight deadlines
Ability to work independently and as part of a team
Comprehensive knowledge of the Workers Compensation Board of Manitoba or other Workers Compensation Boards/Commissions and related policies and issues would be an asset
Knowledge and/or experience in planning methodologies, quantitative and qualitative research, program evaluation and scientific research techniques would be an asset
Ability to communicate proficiently in both official languages (English & French) is an asset, but is not required

Responsibilities:

Prepares draft policies, guidelines and procedures consistent with WCB legislation, workers compensation principles, mission and values; leads policies, guidelines and procedures through the approval process; guides or assists with stakeholder consultations; answers questions and receives views on proposals; summarizes feedback and incorporates stakeholder input where applicable.
Coordinates or assists in the implementation of approved policies through training, guidance and monitoring.
Provides expertise to WCB divisions and departments in interpreting and applying WCB policies.
Develops policy and program recommendations to meet identified needs, problems and opportunities.
Prepares briefing notes discussion papers or other reports for internal stakeholders that identify issues and provide background, options and recommendations to assist in decision making.
Designs and/or conducts pre- or post-policy implementation evaluations on a regular or ad-hoc basis and prepares recommendations to the Executive and the Board of Directors.
Performs research on issues relevant to the WCB, including the compilation, identification, collection, synthesis and analysis of statistical data; construction of tables and graphs; development of analytical models and production of reports.
Consults with staff from affected departments to identify issue/policy options or alternatives and determine implementation implications.
Reviews economic, demographic and social trends and developments in other jurisdictions; analyzes potential impact on the Manitoba workers compensation system, and prepares support materials including Environment Scans for the Board of Directors annual strategic planning sessions; contributes to the strategic planning process.
Responds to inquiries from internal and external stakeholders regarding all aspects of the workers compensation system including The Workers Compensation Act, Regulations and WCB Board policies.
Conducts preliminary assessments for any information requests under The Freedom of Information and Protection of Privacy Act (FIPPA) and The Personal Health Information Act (PHIA), and liaises with Legal Services as required in order to facilitate a response.
Conducts qualitative/quantitative research and undertakes studies in support of policy and program development, planning and decision making; develops evaluation criteria, methodology and systems and implements them in the study; writes and presents reports of study results to lay audience.
Provides expertise to WCB divisions and departments in reviewing and evaluating effectiveness of policies.
Prepares correspondence for government and other stakeholders on issues of interest in the form of - briefing notes, advisory notes, house book updates etc.
Maintains awareness and remains current on all existing and new WCB policies and legislation, social and economic trends and occupational health issues on a national and international basis.
Performs other related duties as assigned.
