Job Description: Tactical Communications (TACOM) International Program Manager is responsible for managing the cost, schedule, and technical performance requirements of international offset program programs through all phases from inception to completion. Capable of managing moderate project initiatives, of substantial importance to the organization, with minimal oversight or direction. Drives offset program execution in order to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow for new, continuing, or current programs. Works with Sales/customers/International Representatives to determine/identify needs, requirements and new offset opportunities. Involved in defining offset program parameters or guiding internal research and development efforts. Directs the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of offset related contracts. Ensures that all resources such as engineering staffing, production and facilities are available to support the program.

PREFERRED ADDITIONAL SKILLS:

• Master’s degree, MBA preferred
• Defense industry experience desired
• PMP Certification desired
• Familiarity with L3Harris Tactical Radios desired

• BS/BA required or equivalent military experience and minimum 6 years of prior relevant experience
• Graduate Degree and a minimum of 4 years of prior related experience
• 4 years of international experience
• 4 years direct customer interface experience
• 4 years experience managing international programs
• 2 years experience managing offset program

• Experience with executing offset, preferably in Romania
• Experience managing Transfers of Technology
• Experience managing subcontacts
• Experience managing budgets
• Ability to travel to Europe 25 – 50%
