Description:

Amentum is currently seeking a Senior Subcontracts Administrator to support our program in Alice Springs, Australia. The Senior Subcontract Administrator is responsible for all phases of subcontract administration, including cost proposal review and procurement activities. The Senior Subcontracts Administrator will work closely with the Subcontracts Manager to ensure appropriate procedures and policies are implemented and all relevant subcontract standards are maintained.
The Senior Subcontract Administrator must have excellent technical and communication skills, especially in relation to identifying subcontract requirements and inconsistencies that may cause delays in day-to-day processes.

Responsibilities/Duties include but are not limited to the following:

  • Liaison and negotiation with vendors and suppliers regarding contract terms and conditions, including variations and amendments. Evaluate proposals and quotations, determine offer responsiveness, responsibility, and eligibility for award, and provide support for discussions and negotiations.
  • Manage, monitor, and evaluate contract performance throughout the entire procurement cycle, ensuring scope of work and acceptance criteria are fully understood by all stakeholders.
  • Develop and update contract and related documentation to include physical and electronic records, including but not limited to, subcontracts, agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations, certifications, and correspondence, acquisition plans, source selection plans and evaluation criteria, agreements, profit analyses, statements of work, data submittal requirements, and proposal preparation instructions.
  • Provide advice and guidance to managers and internal customers in relation to commercial matters, including but not limited to; commercial strategy, financial security, payment terms, intellectual property, business ethics, non-disclosure, and confidentiality clauses, and well as import/export requirements.
  • Identify and mitigate contract risks.
  • Manage contractor and subcontractor compliance with contract terms, conditions, and obligations, including financial performance and compliance.
  • Coordinate with accounting and finance in administering subcontract invoicing and payments. Coordinate and manage the contract review process.
  • Undertake subcontract files review in support of applicable audits and provide subcontract training to relevant staff.
  • Ensure compliance with all site environmental health and safety requirements
  • Any other reasonable duties as requested

MINIMUM QUALIFICATIONS:

  • Undergraduate/Bachelor’s Degree or 7+ years’ Equivalent demonstrated experience in Subcontracts, Procurement and Contract Management or Business Administration
  • Driver’s License

PREFERRED QUALIFICATIONS:

Post Graduate Degree within Subcontracts, Procurement, Contract Administration or Business Administration fields

EXPERIENCE – MINIMUM ESSENTIAL

  • 3 years – experience in subcontracts management with a broad technical understanding of programs of similar size and complexity. High level communication skills, detail orientation and the preparation of communications are critical to successful performance.
  • Extensive knowledge of or experience in contracting with Government and/or major Defence contracts.
  • Demonstrated knowledge of and experience utilizing Project Management principles.
  • Extensive knowledge and understanding of contract law.
  • Extensive experience with the negotiation and administration of contracts and supplier agreements.
  • Working knowledge of word processing, database, spreadsheets, and integrated software applications are required.

STATEMENT OF WORK REQUIREMENTS

All personnel assigned to work at JDFPG shall be:

  • At least 18 years of age.
  • Able to fluently read, write and speak English

All Amentum personnel are responsible for understanding and complying with all site environmental, health and safety requirements.   • Red-Carding a Job - Employee right and responsibility to “STOP WORK” if a job is unsafe or possess a danger to the environmen
