REGIONAL SENIOR MANAGER, REGULATORY COMPLIANCE SURVEILLANCE – BASED IN UAE, DUBAI

Global regulators have an increasing expectation that firms have adequate systems and controls to conduct surveillance against, among others, market abuse offences such as Insider Dealing, Market Manipulation and Dissemination.
This role requires the incumbent to coach, manage and work within the trade surveillance team to support the MENAT Regional Head of Regulatory Compliance Surveillance. The Surveillance team performs market abuse surveillance through Automated and risk-based manual trade and communications surveillance systems, enabling Regulatory Compliance Surveillance and the GBM business to obtain reasonable assurances that regionally, HSBC is operating in line with relevant laws, regulations, ethical codes and HSBC Group Standards.
It is a pivotal role requiring the incumbent to organise and undertake pro-active and dynamic market abuse surveillance work relating to Covered Business. The incumbent must act as a Market Abuse controls subject matter expert to oversee control effectiveness. It is essential for the incumbent to continuously seek to improve surveillance control environments across MENAT and processes and educate team members to enhance the team’s overall performance against team objectives.
The incumbent must keep abreast of industry and regulatory changes and financial news. The incumbent needs to have a passion for and understanding of financial markets, be able to draft governance papers, and present spotlight papers at senior business and RC governance forums.
We are currently seeking an experienced individual to join this team in the role of, Regional Senior Manager, Regulatory Compliance Surveillance. The role holder will be responsible for the operation and continuous enhancement of controls to detect market abuse and misconduct risks within HSBC’s Global Markets line of business in MENAT, reporting to the regional Head of Compliance Surveillance

Responsibilities:

IN THIS ROLE, YOU WILL:

  • Maintain, operate and optimise a suite of trade surveillance controls in order to detect potential market abuse or misconduct risks within the FX, Fixed Income and Equites businesses.
  • Complete high-quality, intelligence led surveillance casework, gathering and analysing complex information to inform compelling regulatory filings
  • Provide SME input into the development and deployment of new surveillance controls and technologies
  • Support timely and accurate resolution of requests from regulators, senior management and the business in a multitude of scenarios, including enhanced surveillance requests and ad-hoc investigations
  • Act as a key Surveillance SME for market abuse, conduct and Unauthorised Trading risks from fixed income and FX perspective.
  • Build and maintain strong and productive working relationships with key stakeholders from the front office, Compliance and Control Office.
    Requirements

TO BE SUCCESSFUL IN THIS ROLE YOU SHOULD HAVE:

  • A good understanding of market abuse and relevant industry regulations, such as: MAR, MIFID, the FCA Handbook, DFSA and other relevant global regulations
  • A good understanding Global Markets products (e.g. FX and Fixed Income) is essential
  • The ability to analyse and present complex information in a clear, concise, and precise written and verbal format is essential
  • The ability to self-motivate and self-manage delivery of competing workloads
  • Experience in a Surveillance, Regulatory Compliance, Global Markets Middle Office or Product Control role is preferable
  • An ability to think strategically, laterally and demonstrate resilience
  • The capacity to inspire confidence and enthusiasm in Surveillance deliverables in both staff and stakeholders
  • Possession of an inquisitive and investigative mind-set, and a willingness to learn and develop is key to success in this role
  • Mentoring and coaching junior members of the team where appropriate
