About the Team
Ofcom’s Research and Intelligence Team is responsible for providing analysis of the UK communications market to provide an evidence base for Ofcom’s policy and regulatory work. Our work includes leading the delivery of several high-profile Ofcom publications.
Purpose of the Role
We are seeking a Senior Associate-level Telecoms Analyst to work in the Telecoms & Post team within Research & Intelligence. This role is in the Market Intelligence part of the Telecoms & Post team (which also includes colleagues focused on consumer research) where the key purpose is to ensure that Ofcom maintains and builds its evidence base on the UK’s fixed and mobile telecoms industry.
The job is full-time and based at either Ofcom’s Manchester, London or Edinburgh office (the successful applicant’s choice). Your key responsibilities

  • Overseeing the production of Ofcom published reports, such as our Pricing Trends for Communications Services and Comparing Customer Service reports, including project/programme management, data collection, data analysis and report drafting.
  • Managing the collection and quality assurance of programmatic data from UK telecoms providers and its analysis and publication in Telecoms Data Updates and other Ofcom reports.
  • Ensuring the data we receive from communications providers and third-party suppliers is accurate and robust.
  • Undertaking a critical review of this data, working with internal and external stakeholders to ensure that they accurately reflect the market landscape.
  • Presenting analysis in a concise, clear, and easily accessible way using graphs, charts, well written text and presentations.
  • Keeping across market developments in the UK’s fixed and mobile telecoms sectors and using Ofcom and third-party data to deliver insight that informs Ofcom’s policy programme.
  • Working with policy colleagues on policy projects to provide data and insight to inform policy decisions.
  • Working with market research colleagues to ensure that our industry data and consumer research data is aligned and provides a comprehensive, coherent and easily accessible evidence base that underpins Ofcom’s telecoms policy work.
  • Engaging with a wide range of Ofcom teams, projects and reports to develop, deliver and leverage Ofcom’s telecoms market intelligence.

The skills, knowledge and experience you will need for success

  • In-depth knowledge of the communications market, including an understanding of market dynamics and technological developments, growth drivers, key players and the role of regulation in the sector.
  • Interest in, and evidence of, expertise in telecoms industry research and analysis.
  • Executing Plans: Excellent project management skills, with ability to manage and prioritise a range of projects, workstreams, and analyses.
  • Forming Relationships: Strong stakeholder management, report drafting and copy-editing skills.
  • Generating Insights: Highly numerate, with an eye for detail and the patience and commitment to ensure work is accurate.
  • Articulating Ideas: Excellent communication skills with the ability to explain complex results and issues clearly in writing and orally Experience of writing and editing impactful written reports for publication and/or for senior management.
  • Advanced skills in Microsoft Excel and proficiency in PowerPoint to manage large and complex data sets, analyse results and present data in clear, concise and creative ways.
