QUALIFICATIONS

  • Successful completion of a University Degree in Transportation Engineering or Planning or approved equivalent combination of education and experience.
  • Membership with a recognized professional engineering or planning organization.
  • Minimum five (5) years demonstrated experience in transportation engineering or transportation planning with experience conducting travel demand forecasting and transportation data analysis studies.
  • Thorough knowledge of transportation planning principles, concepts, practices, methods and legislation, GTA context and roles of different levels of government.
  • Thorough knowledge of travel demand modelling and forecasting methods, procedures, techniques and tools.
  • Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
  • Demonstrated knowledge of transit systems, roads planning, transportation demand management and sustainable transportation principles, concepts, practices, methods and legislation.
  • Demonstrated knowledge of the Planning Act, other related legislation and policy and planning in a public sector environment.
  • Excellent analytical skills with demonstrated knowledge of statistical analysis techniques.
  • Ability to negotiate/facilitate, build consensus and present information to varied audiences.
  • Ability to travel to off site locations in a timely and efficient manner, as required.
  • Ability to work outside normal business hours, as required.

Responsibilities:

POSITION PURPOSE

Reporting to the Program Manager, Data and Forecasting is responsible for developing and updating the Region’s Activity-Based Model (ABM) and data analytical tools in support of transportation plans and policies, rapid transit project assessment, road and transit Environmental Assessments and other transportation planning studies; performing enhancements to improve model accuracy and capabilities; developing and maintaining databases, tools, techniques, templates, and manuals to analyze emerging travel trends and needs; participating in internal/external working committees to share information and develop relationships; providing support and input to the review of advanced travel demand modelling research and data integration and management; and monitoring changes to municipal, Regional, Provincial and Federal plans, policies, standards and legislation affecting the transportation system.

MAJOR RESPONSIBILITIES

  • Develops in-house travel demand modelling capabilities, including model calibration and validation, data preparation and management, software acquisition and review of technical reports.
  • Manages, prepares, and updates applications of the macro, meso and micro-scopic transportation models in support of transportation plans, road and transit environmental assessments and other transportation planning studies.
  • Updates travel demand databases and dashboards and analyzes emerging trends and needs.
  • Prepares terms of reference for transportation studies and issuance of Request for Proposal documents, reviews and evaluates consultant proposals and deliverables.
  • Carries out complex research on transportation capacity and demand and other assigned projects.
  • Defines and refines the transportation corridors or sub-areas, for which monitoring of transportation demand and capacity is necessary.
  • Gathers and develops the necessary data and databases to monitor the road and transit network capacity for the corridors or sub-areas.
  • Assesses resource needs and provides input to organizational design for the Branch.
  • Assists the Program Manager in business planning, preparing budgets, and reviewing and monitoring expenditures.
  • Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.
  • Liaises, fosters and maintains positive relationships with internal staff and external contacts, government and non-government agencies and the public.
  • Manages special projects/studies as assigned.
  • Performs other duties in accordance with Branch and Department objectives.
