Specialist Weight Management Service Development Manager, Band 8a (22.5 hours a week)
Are you a clinical or non-clinical manager looking to lead a dedicated, patient-centred team through exciting service change? The Specialist Weight Management Service (SWMS) has created a new senior post to provide dedicated, embedded leadership and management.
The post holder will have leadership and day-to-day management responsibility for a multi-disciplinary Tier 3 specialist weight management service at Gloucestershire Hospitals Foundation NHS Trust. They will work collaboratively with key stakeholders to ensure that a safe and effective weight management service is coordinated and delivered for the population. The post holder will work in close partnership with the multidisciplinary team to drive improvement, embed change and standardise practice, based on local requirements, national guidelines and clinical best practice. Over the next two years, they will lead and support a complex and rapidly changing service with a focus on service redesign, in response to Gloucestershire ICB’s intention to commission an amalgamated Tier 3 and Tier 4 (bariatric surgery) weight management service.
The weight management clinical service includes delivery of a core Tier 3 multidisciplinary services for adults and a pilot of a triage team.
They will provide direct professional supervision (where appropriate), leadership, accountability and line management for staff within the service. The post holder will be responsible to ensure professional staff within weight management services are safe and effective in their practice and delivery of services, liaising with professional leads for support.
The post holder will support the wider development of future weight management clinical services including transformation such as amalgamation with Tier 4 bariatric surgery and future developments across Gloucestershire linking with Tier 2 in the community and any changes in commissioning such as the introduction of medication pathways.
Accountable for the performance of weight management services including being responsible for monitoring and reporting of local and national key performance targets including KPIs and initiating remedial action where required.
Lead responsibility of clinical audit and research associated with weight management services including identifying and planning of service improvements.
Responsible for the development, implementation and evaluation of weight management services in line with national clinical standards.
Lead the delivery of the clinical governance, audit and quality agenda addressing the local and national guidelines and standards.
The successful candidate will join a highly-motivated and hard-working Specialist Weight Management multidisciplinary team that consists of psychologists, dietitians, nursing and admin staff.
There is also a pilot of a Triage Team due to start soon which consists of assistant psychologist, dietetic assistant practitioner, G.P., mental health practitioner and dedicated admin time.
Knowledge, skills and experience
Degree /diploma with evidence of management / leadership within NHS MDT settings.
Management qualification or evidence of management development e.g. leadership / coaching / mentoring.
Evidence of project management or taking a lead on service redesign
Experience of working as a senior member of a clinical team to deliver patient and organisational objectives.
Able to maintain effective working relationships with relevant stakeholders.
Experience at evaluating services and collating reports to update stakeholders.
Knowledge of the requirements of clinical governance
Resource management skills.
Ability to motivate and lead others
Excellent oral and written communication skills.
Ability to focus on service objectives and to deliver on these.
Demonstrates highly developed motivational and negotiating skills to effect change

Leadership qualities

Be responsible for strategic management of Tier 3 adult clinical weight management services to ensure a safe, effective and accessible service.
Lead the delivery of the Weight management service and create documentation to determine and develop performance indicators and analyse data to facilitate decision making.
Lead the team through a period of renegotiation and transformation, evidencing the ability to maintain boundaries of the role in the face of differences of opinion, competing agendas and external pressures.
Develop networks and work in partnership within the commissioning ICB and also with key partners. To work collaboratively in the planning and delivering of weight management services.
Responsible for communication and effective dissemination of highly complex, sensitive information, to appropriately influence service development, to provide an effective service for clients and to advocate on behalf of clients. To achieve this you will communicate highly complex, sensitive, relevant detailed clinical and policy information in an understandable form.
Negotiate, persuade, motivate and counsel in order to provide information in an appropriate form to clients and/ or their carers and families as well as with key stakeholders to ensure effective service delivery.
Empowers and supports staff to actively improve themselves and the specialist area of the service within their scope of practice and responsibility. Provides assurance that all health professionals within weight management services have appropriate professional supervision arrangements in place.
Evaluates and assesses the weight management service, making operational decisions on service delivery and improvement including to coordination of staff and dealing with staffing issues.
Undertake the operational planning role for the weight management service, including business and staffing planning.
Establish supervision and quality assurance framework to provide clinical staff with support and to ensure that the delivery of adult weight management services meets the needs of the client groups.
To attend and lead departmental and multi-disciplinary meetings, internal and external meetings as required
To audit and bench mark existing good practice with established weight management services, and to identify the optimum model for implementation, and amend work plans to reflect this within the area that you lead.
Ensure that statistical data relating to service activity is collated and analysed frequently, reporting and acting upon any exceptions that may affect achievement of performance targets.
Undertake data collection, audit and research as required by the trust, commissioners and NHSE.
Work autonomously to lead and provide expert advice to community groups and those people working with these clients.
Develop, updates local and regional evidence-based policies, standards and guidelines in this area of expertise.
To be responsible for ensuring the quality and safety of clinical interventions undertaken by the team that you manage/supervise and be aware of and follow organisational and professional guidance and standards where appropriate.
Financial and Activity Management
Budget holder and responsible for financial delivery of weight management services.
Human Resources
Responsible for the co-ordination and administration of record keeping and completion of Trust documentation.
Responsible for the co-ordination and maintenance of all personnel files, ensuring robust administration systems are in place and that accurate record keeping is maintained.
Responsible for organising, conducting and monitoring personal development reviews and appraisals in line with Trust policies and procedures.
