We are looking to recruit an experienced Site Investigation HSSE Manager to join our Geotechnical team based in Dubai, UAE. In this role, you will be responsible for the day-to day management of QHSSE within the Country/Business Unit. You will provide competent advice, guidance and analysis to management and employees, alongside developing, maintaining and monitoring the effective implementation of the Country/Business Unit QHSSE Management System and QHSSE programmes. Supports the effective execution of projects.
You will be responsible for developing strategic QHSSE programs that meet the company’s vision and growth initiatives with specific reference to Geotechnical Drilling Activities. The Site Investigation HSSE Manager is responsible to lead QHSSE functions and be responsible for supporting the Resource Centre Manager with integrating the programs within the service line and influence the overall culture.
The Site Investigation HSSE Manager is the Management Representative for Quality, Health, Safety, Security and Environment and has the obligation to report any operation which is considered to be in serious breach of the Company Policy and/or procedures to the Resource Centre Manager and RHSSEM.
Key Responsibilities

Operations

  • Ensure QHSSE issues are managed across the organization, embedded into the organization culture and appropriately considered during all business decisions.
  • Lead, administer, manage, develop and implement the Integrated Management System and associated records.
  • Manage all aspects of QHSSE document control concerning the review, revision, authorization and release.
  • Ensure legal, regulatory and corporate requirements for the IMS are met and that the validity of the independent third party IMS certification to the ISO9001, ISO14001 and ISO45001 standards is retained.
  • Primary (first) point of contact on company’s QHSSE matters, IMS interpretations, and relevant issues.
  • Report on the functioning and integrity of the Integrated Management System in the Management Meetings and ensure effective cascading of information throughout the organization to ensure an effective QHSSE mindset and culture is maintained.
  • Provide QHSSE guidance for staff engaged on projects conducted Nearshore.
  • Ensure achievement of the QHSSE Improvement Plan
  • Lead investigations into incidents and near misses and ensure corrective actions identified are implemented and effective.
  • Ensure regular inspections of working areas are carried out and set the example for other staff for adherence to the Management System.

Personal

  • Ensure all employees and contractors are inducted into the Company QHSSE Management System.
  • Provide internal training to employees, supervisors and managers on QHSSE related issues.
  • Approve work reports of assigned staff and evaluate their performance.

Administration

  • Maintain the filing of Management System documents in accordance with the relevant procedure.
  • Plan and coordinate external certification audits of Company QHSSE systems and ensure a regular program of internal QHSSE audits is maintained and executed.
  • Prepare required reports to management and analyse statistical QHSSE performance.
  • Provide QHSSE guidance and support for staff preparing proposal and project documents and assist with other Ad Hoc requirements for documentation and questionnaires

Specific Additional Duties

  • Ensure that business style of Nearshore is consistent with Business Function.
  • Assist RSLM in the improvement of the organisation and distribution of news bulletins.
  • Represent the Company in regard to IMCA membership.
  • Be familiar and support RSLM with compliance with Offshore (Nearshore) best practice and working guidelines for the offshore wind industry.

What Skills & Experience Will You Have?

Education

  • Secondary Vocational Education

Previous experience required

  • 5-years’ experience in offshore (nearshore) construction / site management
  • 8-15 years’ experience within a similar role.
  • Management experience of 3-8 years within a similar role. However, a minimum of 3 years’ experience in management position is mandatory.

License/ certification/ qualification

  • Formal qualification in Safety discipline or adequate experience in Safety field e.g. NEBOSH (International) Diploma, or equivalent.
  • Recognised Internal / Lead Auditor qualification

Languages & Proficiency

  • English language - Proficient
  • Broad knowledge of ISO9001, ISO14001 and ISO45001 Quality and Safety Management Systems.
  • Conversant with software in use, particularly MS Office, Teams, etc
  • High levels of initiative and ability to work both independently, and to interact and contribute positively with others as part of a team.
