DESCRIPTION OF JOB

The state of Colorado is looking for an innovative and motivated individual to help shape the future of skills based hiring.
This position will help support the Center for Organizational Effectiveness (COE) and the State of Colorado by facilitating organizational development strategies including learning, change management, and program evaluation with the implementation of Skills Based Hiring initiative and Executive Order D 2022 015.

Your duties and responsibilities will include, but are not limited to, the following:

  • Collaborate with DHR (Division of Human Resource) subject matter experts to assess and strategize implementation plan using existing DHR resources.
  • Facilitate training solutions for three distinct audiences (HR Professionals, Managers/Supervisors, and Agency Leaders) across numerous agencies and institutions within the State of Colorado.
  • Develop communication and change management plan in collaboration with COE and DPA (Department of Personnel and Administration) Marketing and Communications team.
  • Develop and implement evaluation plan measuring OD strategy to meet goals outlined in Skills Based Hiring Executive Order.
  • Function as the work lead for the Skills based hiring program including leading and monitoring work performance for two skills based positions and collaborating with the COE director for supervision needs.

MINIMUM QUALIFICATIONS, SUBSTITUTIONS, CONDITIONS OF EMPLOYMENT & APPEAL RIGHTS

MINIMUM QUALIFICATIONS:

  • Experience:
    Able to demonstrate at least seven years of progressive experience performing organizational needs assessments and designing/developing organizational development strategies including data processes, change management processes, process-improvement processes, and in-person and virtual in-person training and learning opportunities with a core focus on the evaluation.

OR

  • Education and Experience:

At least a Bachelor’s degree from an accredited institution in a field of study related to the work assignment.

PREFERRED QUALIFICATIONS:

  • Previous State Service related to the work assigned to the position
  • Strong project management and organizational skills
  • Working knowledge of HR laws, regulations and best practices. Ability to analyze and incorporate requirements into HR processes and systems.
  • Working knowledge of state HR
  • Knowledge of Instructional Design practices for eLearning builds
