Description:
MINIMUM QUALIFICATIONS
A Bachelor’s Degree in Computer Science from an accredited four-year college or university is required. Two years of full time paid experience in product support of .NET, ASP, SQL Server, Java/JSP/servlets, web applications, XML, database design, and Web Administration. Three years experience in tools, application, and software development including planning development, execution, monitoring, and control. Two years in business analysis and requirements development as well as two years of application and data management support experience, including experience performing application upgrades. A valid State of Ohio Driver’s License is required. Should have the following: Strong application programming skills in Windows development environments; Strong knowledge and understanding in Microsoft Office SharePoint servers; Experience in developing and maintaining web services; Knowledge of building and maintaining applications using object-oriented methodology; Strong analytical ability and problem-solving skills; Excellent skills in debugging, as well as verbal, written, and interpersonal communication skills.
PUBLIC SAFETY: A High School Diploma or GED is required. A Bachelor’s Degree in Computer Science or closely related field from an accredited four year college or university is required. Two years of full time paid experience with Enterprise Level applications and two years of experience in the field of computers and computer based applications is required. (Substitution: Two years of experience may substitute for each year of college education lacking.) Must be able to lift and carry at least 30 pounds. A valid State of Ohio Driver’s License is required. Must have strong analytical ability and problem-solving skills; the ability to troubleshoot application system issues including hardware, networking and third party components; Excellent verbal, written, and interpersonal communication skills. Must possess a working knowledge of computer hardware, software, design, and diagnostics associated with public safety systems such as: computer-aided dispatch (CAD), including Win 7, Win 10 operating systems; Windows Domain; MS Server 2008, 2012, 2016 Hexagon 9.3 CAD; Mobile for Public Safety; Mobile Responder; GIS mapping; and enhanced 911 systems. Should have a general knowledge of data backup systems, archive and report systems, mobile computing including cellular networks and software deployed in emergency vehicles.
Responsibilities:
Under supervision, oversees multiple mission-critical applications, including, but not limited to, the City of Cleveland Financial, Payroll, Workforce Management Systems, and Public Safety systems. Works with internal customers and vendors to gather requirements for system improvements and changes and assists in the review and implementation of new software. Oversees improvements, upgrades, training, documentation, and general support. Implements computer system requirements by defining and analyzing system problems. Helps in software design and in testing standards and solutions. Prepares instructional material for, and informally trains in the use of new and modified software. Performs other job-related duties as required. Typical Tasks For the Department of Public Safety: Monitors computer aided dispatch (CAD) equipment for operational efficiency and performance. Maintains and updates CAD databases. Matintains the integrity and security of the computer-based dispatch center. Including, but not limited to: deploying, repairing, imaging, updating, and patching for CAD and 9-1-1 workstations.
