Description:

SECURE OUR NATION, IGNITE YOUR FUTURE

Become an integral part of a diverse team while working at an industry-leading organization, where our employees come first. At ManTech, you’ll help protect our national security while working on innovative
projects that offer opportunities for advancement.
ManTech is seeking a Risk Analyst to support a pivotal Defense Health Agency (DHA) program within our Health Portfolio. This role serves as a senior member of the Scaled Agile Framework (SAFe) team reporting to the overall Program Manager. The Software Risk & Metrics Analyst provides analysis and reporting on operational metrics, documents risks and issues, and facilitates the creation and prioritization of mitigation plans across multiple agile Release Trains.
The program is based in Fort Detrick, Maryland. This position is on-site three days per week, but expanded telework options are available for exceptional candidates on a case-by-case basis.

REQUIRED QUALIFICATIONS:

  • 7+ years of progressive experience in business analysis, risk analysis, quality assurance, systems engineering, or project management, including at least 3 years in a senior role focused on risk management.
  • 3+ years of experience with a wide variety of risk management standards and approaches, including within large-scale agile software development efforts, relevant process areas within ISO/IEC 15288 (particularly the areas of Verification, Validation, Risk Management, Measurement, and Quality Management), and DoD 8510.01 (Risk Management Framework).
  • Bachelor’s degree in Information Systems, Business Analytics, Logistics Management, Computer Science, Systems Engineering, or other applicable discipline. Two additional years of senior risk management experience can be substituted for this degree requirement.
  • Exceptional interpersonal, problem-solving, and trade-off analysis skills – particularly cross-team coordination where a risk, opportunity, or issue is related to multiple sub-systems, teams, or processes.

ADDITIONAL PREFERRED QUALIFICATIONS:

  • 1+ years of experience supporting complex software development projects, particularly modernization or migration efforts shifting from legacy systems (Powerbuilder, Oracle, or similar) to cloud-based platforms (AWS, Java Microservices, or similar) – and dealing with risks related to performance, transition, code quality, and team velocity.
  • Enterprise logistics and supply chain experience, particularly medical logistics exposure related to inventory and cataloging, life-cycle management/tracking, and related industry/regulatory standards – and an understanding of logistics-related challenges as they relate to software system design and improvement.
  • Additional certification or education relevant to complex risk management efforts, such as the PMI Risk Management Professional (PMI-RMP), RIMS-Certified Risk Management Professional (RIMS-CRMP), ISACA Certification in Risk and Information Systems Control (ISACA-CRISC), ASQ Certified Quality Engineer (ASQ CQE), or equivalents.

Responsibilities:

  • Supports the Program Manager in apprising Government leadership of the current risk profile and the status of specific risks, opportunities, issues, and mitigations. This includes contributing to monthly reports, weekly updates of selected risks, and deep dives into individual risks as required.
  • Develops and maintains the Risk Management Practice and accompanying Risk Register, a living plan and tracker for continuous monitoring and mitigation of cost, schedule, software quality, and performance risks.
  • Develops, maintains, and gathers key performance indicators (KPIs) and additional metrics in support of ongoing risk and opportunity monitoring, including related to software testing (first pass, return rate, etc.), software development (sprint completion, functional modernization rate, etc.), and DevOps (mean time to failure, mean time to recovery, etc.)
  • Develops and helps drive risk mitigation, opportunity enhancement, and issue resolution stories/tickets in partnership with product owners and agile teams via the appropriate agile backlog.
  • Ensures effective communication and collaboration with technical staff on a day-to-day basis to roll-up risks/opportunities/issues, track progress, and identify practical resolutions. This include actively participating in Scrum of Scrums, PI Planning, and facilitating root-cause analysis and solutioning sessions as needed.
  • Participate in all phases of the development life cycle, acting as a mentor and coach for all staff for risk analysis, documentation, and resolution activities.
