In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
The Enhanced Medical Staff Support (EMSS) team in Medical and Academic Affairs supports Medical Leaders who may be asked to attend to concerns raised regarding professionalism of Medical Staff. EMSS supports and helps to resolve professional issues as they arise and works proactively to enhance the capacity and ability of medical and other leaders across the organization to understand, manage, and resolve concerns.
This position is intensely complex due to the inherent unique characteristics of medical staff culture and their role as independent contractors. Furthermore, the environment in which medical staff practice adds an additional layer of complexity due to the influence of many external factors such as the role of Doctors of BC, the Joint Clinical Committees, the current political climate, local municipalities, the influence of the Ministry of Health and the Physician Master Agreement.
Reporting to the Manager, EMSS, the Specialist develops, fosters, and maintains strong collaborative working relationships with the Medical Affairs leadership, Executive Medical Directors, Senior Island Health leaders, and other internal and external partners. As subject matter expert, the Specialist provides Medical Leaders with expert advice and direction on managing complex and/or high-risk matters. Working closely with Medical Leadership and the EMSS team, the Specialist is responsible for assessment, process determination, and supporting concerns to resolution. In doing so, the Specialist ensures and supports a consistent, fair, and unbiased approach to managing concerns is undertaken.
The Specialist performs all tasks while demonstrating a high level of judgement in evaluating and mitigating legal and reputational risk to the organization, balancing this need with trauma-informed approaches and alternative dispute resolution tactics. While taking a people-centered and trauma-informed approach, the Specialist also takes a strategic focus to identify systemic factors that may be contributing to, or perpetuating, concerns of medical staff professionalism and require implementation of a broader response.
Travel may be a requirement of this position. Transportation arrangements must meet the operational requirements of Island Health in accordance with the service assignment and may require the use of a personal vehicle.

EDUCATION, TRAINING AND EXPERIENCE

A level of education, training and experience equivalent to a Bachelor’s degree in a related discipline such as Human Resources, Employee/Industrial Relations, Organizational Development, Business Administration or other relevant social science discipline plus a minimum of five (5) years’ recent, related experience including conflict investigation and alternative dispute resolution, preferably in a health care or other complex setting. Completion of an accredited Mediation, Conflict Resolution, and/or Workplace Conflict course(s), as well as relevant certifications. Valid BC Driver’s License.

SKILLS AND ABILITIES

  • Experience in the application of trauma-informed approaches and inclusive, culturally safe practices.
  • Understanding of the issues faced by people from equity-seeking groups to ensure a fair process for all complainants and respondents.
  • Self awareness of internal bias and a culturally sensitive, trauma informed approach, to client services.
  • Demonstrated ability in investigative procedures, interviewing, report writing, and applying sound judgment, best practices, policy and legislation to support informed decisions.
  • Comprehensive knowledge of Medical Staff Rules and Bylaws, Respectful Workplace and Human Rights legislation, labour relations, and dispute resolution practices.
  • Ability to function effectively and independently in a highly dynamic environment, including working under pressure, responding to changing priorities, and managing emotionally charged situations.
  • Demonstrated ability to provide supportive leadership to diverse groups and interact comfortably with a variety of disciplines at all levels of the organization.
  • Demonstrated ability to establish and maintain effective working relationships at all levels of the organization and in a complex environment.
  • Demonstrated ability to work independently and in collaboration with others.
  • Demonstrated strong and respectful communication skills, both verbal and written.
  • Ability to identify opportunities for, and to conduct coaching and educating others on, respectful workplace concepts, behavioural expectations and impact to staff and culture.
  • Excellent conflict resolution, facilitation, and/or mediation skills.
  • Demonstrated ability to lead groups in learning.
  • Demonstrated ability to facilitate workshops and meetings with multi-level and interdisciplinary staff to achieve effective outcomes.
  • Physical ability to perform the duties of the position.
