JOB SUMMARY

The Organization Design, Job Evaluation and Compensation Governance Unit develops a total rewards strategy to attract, motivate, retain and engage a high performance workforce and contribute to the creation of a thriving workforce at the City of Ottawa, including the design and governance of Organizational Design and Job Evaluation programs and services, and development of Compensation strategy and salary structures, that along with other total rewards elements including: Benefits plan design, Wellness strategy and programs, Employee Recognition programs, and related initiatives defines the employee value proposition and employer branding.

You are responsible for:

  • Leading the planning, design, development and implementation of job evaluation programs, systems, materials and related initiatives that meet business needs, promote internal equity, are compliant with pay equity legislation, and are integrated with related HR programs and solutions to support a thriving workforce.
  • Utilizing innovative and collaborative approaches to providing expert JE advice and interpretation regarding the application of JE plans and related guidelines to meet the changing needs of clients and work environment at the City.
  • Providing expert organizational design process and structure advice, and recommending options to integrate and align the business strategy, processes, systems, technologies, culture and people within various organizational models.
  • Evaluating the effectiveness of JE plans and OD/JE programs and making recommendations to HR management for industry-leading innovation and improvements, including utilizing data analytics to identify trends and provide insights to ensure optimal value of HR programs.
  • Leading and coordinating management and joint union-management job evaluation committees and referee processes; serving as a management representative or technical advisor as required; managing relationships with union representatives on OD/JE matters; and developing information and training materials to promote understanding and acceptance of outcomes.
  • Working collaboratively with HR partners to identify creative solutions and resolve OD/JE-related issues.
  • Participating in and providing input to the development of the overall total rewards strategy for the City of Ottawa, as a member of the Total Rewards team.

In this specialist role, you lead one of the following focus areas:

  • the governance of job evaluation and organizational design services across the City, by supporting the OD/JE Consultants who provide advice and consultation to clients on job analysis, design and evaluation to meet unique business needs, and on organizational design issues to improve organizational effectiveness; or
  • the design, development and implementation of job evaluation plans and systems for exempt and unionized groups in both provincial and federal jurisdictions, that reflect the values and culture of the City.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Human Resources, Business Administration, Public Administration or related field
Minimum of 5 years of related experience in providing Human Resources services including job analysis, job evaluation and organization design consulting, and job evaluation plan development, as well as project management experience

  • Job evaluation methodologies, programs and practices

  • Pay Equity and Employment Standards legislation
  • Compensation and salary administration principles and practices
  • Research and statistical analysis
  • HR principles, programs and industry best practices in unionized work environments
  • Sound understanding of municipal operations, administrative procedures, departmental business requirements and organizational structures within the City of Ottawa
  • Microsoft Office Suite and HR systems such as SAP
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers
