Description:

General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.
This position is responsible for overseeing the preparation, negotiation, acceptance, and management of government/commercial/international contracts and subcontracts including significant and/or major contracts. Oversees all phases of the contract administration process from inception through completion including preparing, reviewing, and approving all contractual documents to ensure protection of the company’s contractual posture, satisfaction of contract specifications and requirements, identification of risk factors, and adherence to company policy, appropriate laws and regulations. Typically accomplishes objectives through subordinate management. May be responsible for decisions that have significant long-term impact on the corporation, possibly affecting the financial position of the organization.

Job Qualifications:

  • Typically requires a Bachelors degree in business administration, law, or a related field and fifteen or more years of progressively complex experience in contracts with at least eleven of those years managing contracts processes and personnel. Equivalent professional experience may be substituted in lieu of education.
  • Must demonstrate a detailed and extensive technical expertise and application of government/commercial/international contract administration principles, concepts, and practices as well as comprehensive contract management and leadership skills.
  • Must have a thorough understanding of applicable laws and regulations including Federal Acquisition Regulations (FAR) and FAR supplements.
  • Must possess the ability to resolve unusually complex management and technical problems while serving as spokesperson on assigned projects and/or programs.
  • Must have demonstrated strong leadership, communication, presentation, and interpersonal skills to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives

Responsibilities:

  • Oversee the administration of assigned contracts including negotiating, preparing, reviewing, approving, and terminating contractual documents.
  • Oversee proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements and customer specifications.
  • Identify high level legal or contractual issues, lead the development of creative solutions and provide guidance to management on resolving unusually complex issues while ensuring the contract administration process supports the objectives of the program areas.
  • Ensure the company’s proprietary interests are protected and that company policy is followed.
  • Oversee the review of agreements, evaluate the documentation and authorization forms to identify problematic provisions and determine if the minimum requirements are met. May assist in reviewing agreements for consistency with laws, government regulations, economic conditions, and company policies.
  • Advise senior and executive management of contractual rights, issues, and obligations and provide high-level interpretation of terms and conditions.
  • Oversee review of solicitations and drafting of proposals to ensure customer objectives are satisfied and company interests are protected.
  • Act as primary contact for high level contracts activities and issues. Represent the company with senior level customers, potential customers and government representatives.
  • Consult with management in the development of new business or expansion of existing business opportunities.
  • Remain current on commercial/government/international laws, regulations and practices affecting contracts and related agreements.
  • Oversee the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required management and professional talent.
  • Maintain the strict confidentiality of sensitive information.
  • Perform other duties as assigned.
