JOB SUMMARY

Under the general supervision of the Director, Illinois Alliance of Boys & Girls Clubs (ILBGC), the Sr Mgr Finance Grants Compliance Performance – IL Alliance is responsible for administering inter-departmental and cross-departmental monitoring and oversight of Illinois Alliance of Boys & Girls Clubs funded grant initiatives to ensure full compliance and optimal performance in accordance with the provisions of any State or Federal Grants Management Policies & Procedures, Administrative Requirements, Cost Principles, and Audit Requirements, and other appropriate state or federal agency financial guides and associated instruments. Primary outputs and outcomes are to ensure that local Boys & Girls Club organizations, vendors and contractors effectively and proactively comply with all appropriate guidelines, statutes, laws, and standards related to the administration and management of public and private funds entrusted to the ILBGC or its C-3 Boys & Girls Clubs of IL Inc. (BGCIL) as well as helping to ensure optimal impact and programmatic return on those funds.
Responsibilities:

EDUCATION & EXPERIENCE

  • Bachelor’s degree, or education/experience equivalency, preferably with some emphasis in accounting, business administration, public administration, public policy. Minimum three years effective federal grants management

SKILLS

  • Expert knowledge of and experience with cloud-based servers and Microsoft Office is ideal (Word, Excel, Outlook and PowerPoint)
  • Strong data-entry skills; highly organized and detail oriented
  • Enjoy working independently and as part of a team
  • Ability to comprehend and apply complex federal government regulations and guidelines to varying circumstances and situations.
  • Demonstrated high standards of ethics and integrity.

Responsibilities:

  • Provide comprehensive cross-functional state and federal grants management and support of state and federal funding awarded to the ILBGC and/or BGCIL and its sub-recipients.
  • Regularly communicate and liaison with DHS/DFCS (Department of Human Services/Department of Family and Children). Provide on-going training to sub-recipient organizations and staff as it relates to grant administration and policies.
  • Manage the overall monitoring and reporting of all grants. Collect, analyze, and monitor financial data for Alliance afterschool grants
  • Manage Alliance administrative budget and regularly coordinate with fiscal team/lead agency to ensure accuracy.
  • Develop systems to monitor, track and report related grants fund management and audit recommendations.
  • Oversee the fiscal & program staff to ensure accurate, timely, efficient, and transparent process for the entire grant life cycle, from proposal to close. This entails pre-award management, tracking payments, reviewing, or producing relevant reports, monitoring and post-award management.
  • Oversee the management of monthly invoice processing and reconcile invoice discrepancies of the ILBGC and sub- recipients and of the ILBGC/BGCIL.
  • Ensure that Illinois Alliance and sub-recipient financial reports are compliant with state, federal and private grants, properly documented and involve only allowable costs. As needed, communicate potential problems and risks to relevant Clubs and, as appropriate, recommend and/or assist in implementing corrective actions.
  • Interpret, communicate, and integrate changes to state/federal laws, regulations, and other guidelines into organizational procedures to ensure the IL Alliance maintains compliant grants management practices.
  • Provide appropriate and effective technical assistance, educational support, information sharing and related communications to local Club staff, vendors and other stakeholders involved with federal funds awarded to BGCA.
  • Oversee the processing and documentation of the Illinois Alliance financials/invoices and Club reimbursement requests with support from analysts or temporary/student workers.
  • Effectively manage all departmental vendor contracts to support compliant vendor procurement, payment of invoices, and deliverables.
  • Collaborate with IL Alliance Director to submit grant applications, renewal applications, and progress reports in the applicable agency portal; and develop/maintain departmental Standard Operating Procedures documents for compliant administration of all funding awarded to the ILBGC and/or BGCIL.
  • Manage/oversee reporting portal/workbooks creation/implementation; and gather data for monthly, quarterly and annual sub-recipients and Board reports.
  • Oversee the development and dissemination of letters of agreement and any grant adjustment notices and monitor grant spending.
  • Provide oversight and manage Program and Fiscal Assistants to review grant application budgets, budget revisions, and required financial and program reports.
  • Participate in meetings hosted by any funding agencies to stay abreast of financial, programmatic requirements or changes that may impact the funding.
  • Ensure, lead, and/or participate in the conduct of other meetings and/or conferences, as appropriate, to coordinate details and strategy related to funded projects and activities.
  • Support Director, Illinois Alliance with board meetings, committee meetings and Alliance Annual Meeting.
  • Participate in on-site visits to funded Clubs as a function of IL Alliance’s sub recipient monitoring responsibilities.
  • Assist with other related duties and projects as assigned by Director of the Illinois Alliance of Boys & Girls Clubs.
