Your role at St John of God Health Care Social Outreach
Horizon House Program provides support for young people aged 16-22 years who are in need of long-term accommodation and support to enable them to access education, training and employment opportunities. Our focus is on giving them the stability, life-skills and support they need to achieve their individual goals and ultimately, make the transition to independent living.
The state manager is responsible for managing leading and growing the youth service operations in the East. The role manages associated statutory obligations, budget and administration, manages and monitors service outcomes, assists the director and leads state service expansion as per Board endorsed strategy.
The role is a key member of the national youth service’s leadership team and is responsible for ensuring the operational, clinical and the therapeutic integrity of the Horizon House Services Model of Care while ensuring that the East service operates efficiently and effectively.
The position provides and participates as a senior point of advice for critical/ urgent incidents to support the services on call escalations.
This is a permanent full time position of 76 hours per fortnight. Position can also be based in Ballarat, Geelong or Bendigo.

The Position

  • Participation in national formation and development, leading the state teams in St John of God Health Care formation program.
  • As a member of the national leadership team working collaboratively to identify, develop and deliver strategy, national and state service protocols and new service opportunities,
  • Advising the director on state and national projects and leading the management of complex service wide issues.
  • Assisting in the review and development of national service protocols and procedures.
  • Meeting state statutory, budget, administration requirements,
  • Building partnerships at a state level and liaising with senior state and NGO Managers, Directors and CEOs around service delivery, developing and maintaining internal and external networks to maintain service support and in-kind donations e.g. peppercorn rentals, equipment and services .
  • Lead Victoria Youth Services leadership team and manage and develop the team
  • Monitor and ensure compliance with state legislative requirements for the delivery of service and housing to vulnerable young people under guardianship requirements and also within accommodation legislation. This includes providing support and advice to Youth Service Teams in other states.
  • Identifies priority unmet gaps in service in Victoria and nationally for future service expansion options to address areas of unmet community need. Leads and implements new service strategies at the state level.

You will demonstrate leadership experience in the effective operational management of youth services at a state or national level, with a minimum of 3 years’ experience in the provision of clinical management and supervision of therapeutic teams in the youth health, welfare and/or youth accommodation sectors.
To succeed you will possess a tertiary qualification in mental health, social work or in other related service and registration with an appropriate professional body. As a senior manager, you will demonstrate experience and effectiveness in service planning, development, implementation, evaluation and strong budget management.
Ability to travel and an unrestricted VIC driver’s licence will be essential to this role.
