Description:
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus four years of professional level experience in a public or private sector setting.

Develops current and long-range plans, policies and procedures for managing the agency program(s).
Monitors revenues and expenditures of statewide program budget; formulates budgetary projections.
Prepares and submits grant proposals.
Drafts and finalizes contracts and Memorandums of Understanding; monitors/manages budgetary and programmatic aspects of those agreements assuring compliance with requirements/deliverables. Approves contract invoices.
Responds proactively to audit findings, programmatic challenges and issues; coordinates responses and reports to auditors and federal/state governmental entities. Monitors compliance with all guidelines.
Provides on-going consultation and technical assistance to professional and support staff on programmatic issues.
Serves as liaison for agency on statewide task forces, work groups, councils, and coalitions.
Revises rules, regulations and procedures to meet changes in law or policy.
Establishes program goals and develops organizational plans with limited input from higher levels of management.
The Louisiana Department of Wildlife and Fisheries (LDWF) has established a statewide program adjudicating any civil restitution cases that are handled by the district attorney offices for Class 1 and 2 hunting and fishing violations through an administrative hearing. This position is managing this statewide program. Some of the main duties of this position include:
- Manages the relationship with the Division of Administrative Law (DAL). Works with Judges on cases, provides all relevant information and establishes the budget and contact with the DAL. Drafts and is responsible for the annual MOU with the DAL. Tracks revenues from the program and the expenditures of the DAL contract.
- Performs management duties and oversight for the LDWF Civil Penalties Department, which consists of the Civil Fines and Civil Restitution programs.
- Meets with management at the Department level, including Department Secretary, Deputy Secretary, Undersecretary, Agency Directors, Fiscal Officers, Legal, Enforcement and Program Leaders to coordinate successful operations for the programs, which includes the revenue, collected through these programs.
- Supervises 2 administrative personnel assigned to notify customers, answer questions, and advises offenders of various options leading up to their assigned court date.
- Plans and coordinates all civil hearings for (LDWF), across all regions in the State. Coordinates with regional LDWF Enforcement agents and administrative staff to prepare documentation needed for civil hearings.
- Travels statewide to regional offices and courts to conduct civil hearings on behalf of LDWF.
- Works with LDWF Legal to prepare and present LDWF Enforcement citations and cases to the Division of Administrative Law judge assigned to the hearing.
- Reviews and evaluates the status of new and pending civil cases to manage the civil hearing dockets and facilitate next steps.
- Establishes operational processes and procedures for the LDWF Civil Fines and Civil Restitution programs. Disseminates information to the agency for compliance.
