EDUCATION

  • Master’s degree in Political or Social Science, Business Administration, International
    Relations, Law, or a related field from an accredited academic institution with five years of

relevant professional experience; or,

  • University degree in the above fields with seven years of relevant professional experience.

EXPERIENCE

  • Extensive experience in monitoring and evaluation.
  • Experience in project development, implementation, and fulfilling donor reporting obligations.
  • Experience in results-based management approaches, and ideally experience utilizing IOM’s

Strategic Results Framework (SRF), as well as high degree of familiarity with PRIMA.

  • Experience working in IOM Regional and/or Country Offices is highly desirable.
  • Experience supporting and working with cross-functional teams in a dynamic environment.

Responsibilities:

CORE FUNCTIONS / RESPONSIBILITIES:

  1. Provide support to the newly created Flexible Funding Unit (FFU), including the organization
    and facilitation of meetings, as well as the monitoring of portfolio performance, emanating from
    decisions approved by the Director General and Leadership Team.
  2. Support the Head of FFU in promoting within IOM the strategic prioritization and allocation of
    flexible funding through regular communication with Senior Management.
  3. Help identify institutional priorities, through keeping track of UN system-wide initiatives, as
    well as cross-checking against institutional priorities generated from quality assurance
    processes and external evaluations (MOPAN, UKFCDO, External Auditors report, etc.).
  4. Carry out high-quality and timely review of proposals submitted by applicants, providing
    analysis and recommendations for Leadership Team decision-making.
  5. Contribute to the creation and roll-out of monitoring, evaluation and reporting processes to
    IOM country missions, regional offices and headquarters divisions to ensure results-oriented
    and evidence-based reporting on intervention funded by FFM.
  6. Act as focal point for ensuring synergies between the FFM operations and the production of
    the IOM Annual Report, Standing Committee on Programme and Finance (SCPF) and Council
    Reports, as well as lead on the preparation of the Annual Report on the results achieved
    through this flexible funding.
  7. In coordination with Resource Mobilization Division, provide input into IOM responses to
    recurrent and ad hoc donor requests, including the collection, editing and dissemination of
    institutional and thematic information.
  8. Create and disseminate clear guidance on utilizing the FFM resources, including identifying
    training needs and providing capacity development support.
