Description:
SKILLS & EXPERIENCE:
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Thorough, up-to-date knowledge of employment law and experience of application to HR policies and practice.
- Previous experience of working within the HR&OD field.
- Experience of working with and influencing senior managers to deliver specific outcomes.
- Experience of managing a range of projects from start to end with responsibility for the outcome.
- Thorough understanding of the application of terms and conditions of employment.
- Effective communication skills, both written and verbal with excellent attention to detail.
- to understand complex concepts and apply to working practices.
- Strong organisational skills.
- Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).

Responsibilities:
KEY RESPONSIBILITIES:
- Identifying new and more efficient ways of delivering innovative HR&OD services, and leading the introduction of new HR&OD knowledge and practices into the HR&OD function.
- Developing and updating policies and procedures to make sure that they are effective and legally compliant, ensuring that that there is a consistent and coherent approach to staff management and developing self-service people management tools to enable managers to meet the transformational agenda.
- Supporting development and implementation of the People Strategy, with lead responsibility for developing and implementing a strategic reward plan, ensuring it is aligned at all times to the council’s business plan and the council’s aspirations to be a top performing authority.
- Working with the strategic business partners to support delivery of service and corporate interventions, and lead on a range of strategic projects, in response to workforce issues identified.
- Lead and / or support a range of HR&OD development initiative projects.
- Responsible for the definition, documentation and successful completion of complex pieces of work, directing and managing allocated team members and advising stakeholders as necessary on all phases.
- Manage the progress of initiatives in relation to time and cost, keeping manager and key stakeholders aware of issues and identify and implement any remedial action where necessary.
- Ensure that realistic project, quality and risk plans are prepared and maintained for projects and sub projects. Monitor and control performance against plans, reporting as appropriate. Maintain effective financial and project progress forecasting, planning and reporting processes. Identify and assess risks to the success of projects, and provide recommendations for action.
- Initiate ideas on a range of HR&OD initiatives in order to maximise the contribution and value that HR can add to local and corporate performance, e.g., performance management, absence management, leadership development, succession planning and career management.
- Support with the preparation, collation and publication and subsequent action plans of various annual statutory reports, which includes gender pay gap; diversity and inclusion; trade union facility time; transparency regulations.
