The Strategic Systems Analyst provides end-to-end core programming, strategic and data analytics, and support to Infrastructure Operations portfolios such as Horticulture, Forestry, Turf management, and Snow and Ice control. Working within the Parks and Roads Services Branch, the Strategic System Analyst Analyst will be assigned to a portfolio of operational teams within Infrastructure Operations. The incumbent will be tasked with designing, implementing, and maintaining complex IT software solutions and tools to enable operational teams to make data-driven decisions through access to relevant key performance indicators.

Qualifications:

  • A university degree in Computer Science, Computer Engineering, Software Engineering, or a related Engineering/Computer Science field
  • 3 years of experience in business software development, business intelligence analysis, statistics, or Software project managemen

Skills required for success:

  • Excellent knowledge of App scripting and other adjoining programming languages including knowledge of adjoining database management, informational/data transformation, and visualization technologies
  • Ability to perform troubleshooting, solution delivery, and maintenance of existing systems and technologies
  • Business knowledge combined with well-developed skills in business analysis practices
  • Business process modeling and implementation, including performance measurement and reporting tools, terminology, and approach
  • Awareness of emerging technologies and the ability to present ideas, recommendations, proof of concepts, technical briefs, and reports to senior levels
  • Knowledge of qualitative and quantitative research, statistical methodology, evaluation techniques, and the ability to synthesize relevant data into cohesive and useful information for a variety of listeners/readers
  • Aptitude for computers, specifically in working with analytic dashboards, business process/planning software, and other technology tools
  • Strong analytical, creativity, judgment, initiative, and problem-solving skills
  • Ability to understand and execute advanced oral and written instructions
  • Strong interpersonal, communication, and collaboration skills, with the ability to adjust communication style to audience requirements and establish effective working relationships

Responsibilities:

  • Reporting to the Manager of Operations Performance & Analytics, your responsibilities will include:
  • Acts as the first point of contact for data, analytics, and performance-related questions for the assigned operational portfolio of teams
  • Provides customized and easy-to-implement data tracking solutions to create robust data pipelines for the assigned portfolio of operational teams
  • Creates meaningful data visualizations and reports for all levels of the organization. This involves scrutinizing requirements and data specifications, conceptualizing and developing functional designs, outlining project plans, and engaging in associated systems-related tasks. Additionally, conducts practical testing and regression testing for the solutions in a hands-on manner.
  • Design, develop, and implement intricate end-to-end software system solution delivery that aids field data collection, development of operational key performance indicators, and promotes data-driven decisions according to business needs.
  • Utilize the following technologies e.g. AppsScript, JavaScript, Python, ArcGIS, ESRI Tools, FME, Database management tools - BigQuery, and SQL to promote data-driven decisions.
  • Support the implementation of Infrastructure Operations Performance Management Framework (IPMF)
  • Aid the Manager Operations Performance and Analytics in continuously progressing the maturity of all Operational teams on the IPMF scale ( 1-7, with scale 1 = little to no structure for performance management, Stage 7 = Predictive and Forecasting Analysis Models)
  • Introduces new technological enhancements to aid in field-level data collection for operational teams and respond to field-level data collection system malfunctions and is the main operations contact.
  • Conducting business analysis to increase efficiency and build business process improvement models.
  • Collecting data, developing analyses, ad hoc queries, and business intelligence products and tools that meet business requirements.
  • Develop strong and reliable relationships with key operational stakeholders from the assigned operational portfolio of teams. This includes but is not limited to attending in-season operational meetings, sharing data insights, recording in-season work, and producing season-end scorecards.
  • Become a trusted and dependable partner to operational teams by responding to requests promptly and producing high-quality work
  • Collaborate with operations to help create innovative data storytelling for work done at the field level

Qualifications:
