JOB SUMMARY

Transit Operations provides safe, reliable and courteous transit services and excellence in customer service delivery to 100 million transit customers per year, by means of conventional bus, para transit and rail operations. The Transit Special Constable Unit manages the Special Constable and Fare Enforcement Programs, Transit revenue loss and fare enforcement programs, property protection and law enforcement programs, the transit emergency response and preparedness programs, communications equipment/systems, processes and sectional records activities.
You are responsible for planning, organizing, coordinating and supervising all operational activities for the assigned unit, in order to achieve corporate, department and branch objectives for the delivery of Special Constable services in the City of Ottawa.
You perform operational and system audits, analyze incident reports and investigate/report/act on events/issues/concerns to enhance service delivery; develop procedures and protocols, and provide input into the development of policies; recommend or implement operational changes as deemed necessary; and consult with other Transit Operations staff, including those in Conventional Services, Para Transpo & Light Rail, and also with Facilities, Corporate Security, Supply (Stores), Police/Fire/EMS staff, Councillors’ staff, businesses, schools, and the general public on security and enforcement related issues.
You also provide input into section budgets, and strategic and operational plans including organizational structure and design; manage financial and human resources; and are accountable for participation in the hiring/firing layoff/recall of staff, performance management and training/development of the work unit, maintaining discipline as required, and participating on the management team at grievance proceedings.

EDUCATION AND EXPERIENCE

Completion of 3 year university degree in Law or Sociology, or community college diploma in Police Foundations or Law and Security.
Minimum of 6 years of experience as a Police or Peace Officer, including 4 years in a supervisory capacity.

Meet eligibility requirements for appointment as a Special Constable, which are:

  • Canadian Citizen or permanent resident of Canada
  • Lawfully eligible to work in Canada
  • At least 18 years of age
  • Not been convicted of a criminal offence or been convicted of an offence for which a pardon has been granted.
  • Proof of valid Standard First Aid Certificate and valid CPR-Level C
  • Must learn, meet and maintain Transit Special Constable Services standard in the use of oleoresin capsicum (OC) spray, baton and the use of force continuum
  • Ontario Association of Chiefs of Police Certificate of Results for the Constable Selection System
  • Candidates will be required to undergo physical fitness testing with the Transit Special Constable Recruiters. Candidates will be required to successfully complete the Ontario Police Fitness PIN test.
  • Candidates will also be required to undergo other investigations/checks to include:
  • Fingerprinting
  • Driver’s licence history
  • Credit check
  • Background reference check
  • Written MMPI
  • Interview with Psychologist

KNOWLEDGE

  • Corporation’s guiding principles, transit operations, policies and procedures, Light Rail procedures, police operations, and transit security and security policies/procedures
  • Court proceedings, criminal code, municipal by-laws, and related legislation
  • Accident investigation techniques
  • Human resource practices relating to staff supervision and team building and of the terms and conditions of the relevant ATU 279 and CUPE 5500 Collective Agreements
  • Dispute resolution techniques
  • Radio communications protocol, and accident/incident investigation techniques
  • Computer systems and corporate/division software applications & capabilities
  • MS Office suite, including Word, MS Excel, MS Must possess the training, experience and knowledge to organize the work and its performance.

  • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
  • NOTE: As a job requirement, at times, the incumbent is required to provide off-hour support to Transit Operations, Transit Security and Enforcement Supervisors, Controllers and TLE/TFE Operators

WHAT YOU NEED TO KNOW

  • Language Requirement: English oral, reading, writing
  • Police Record Check: The successful candidate will be required to complete a Vulnerable Sector Check with the Police Services detachment in their jurisdiction to the City of Ottawa’s satisfaction.; Police record checks completed by a third-party company will not be accepted.
  • Driver’s License Requirement: A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated
  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
