Description:
MINIMUM QUALIFICATION REQUIREMENTS
Education and Experience:
- Advanced courses, preferably completion of diploma or certificate in computer science, geography, geographic information systems (GIS) at a technical institute, college or university or an equivalent combination of training and experience
- Completion of ESRI certification (Enterprise Geodata Management Professional 10.5) or an equivalent combination of training and experience
- Considerable experience (preferably municipal and/or GIS environment) in the development and maintenance of computer systems in a networked environment; integration of applications and databases across platforms; using a variety of the programming languages and other software tools
Knowledge, Skills and Abilities:
- Considerable knowledge of information technology specifically
- Database concepts: SQL and noSQL databases, data modelling, indexing and data entry
- Global Positioning System
- Accessing data through Application Programming Interface (API)
- Quality Assurance and Quality Control methodologies
- Metadata management
- Considerable knowledge and understanding of the use of an ESRI Geodatabase v 10.x and above with the ability to:
- Create and configure geodatabase features in an enterprise geodatabase environment
- Design a geodatabase tables based on business requirements
- Understand the use of workflows and the impact of each on the database
- Develop metadata for feature datasets
- Manage the data within a geodatabase or database
- Perform geodatabase maintenance
- Design versioning workflows
- Create views and SQL statements to access databases directly
- Considerable knowledge of Geographical Information Systems (GIS)
- Working knowledge of Python 2.7 and 3.5
- Working knowledge of Business Intelligence, Open Data and data analytics concepts and practices
- Some knowledge of the operations, procedures and policies of the City of Vancouver
- Excellent organizational, time management and self-starting skills
- Ability to collect, analyze and evaluate information required for analysis and programming purposes to develop logical solutions for assigned problems and implement them
- Excellent leadership skills and ability to develop and mentor others
- Ability to communicate effectively both orally and in writing on technical and non-technical matters with all levels in the organization and external clients
- Ability to modify operational programs and procedures to incorporate software improvements into the existing programs.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

Responsibilities:
MAIN PURPOSE AND FUNCTION
The GIS Supervisor plans, designs, leads and supervises the technical work of GIS, IT Systems and operational mapping and reporting for the branch. The position leads and supervises the work of Graphics Technicians and Engineering Assistants. In addition, the position develops technical reports and standards for current and future branch initiatives.
The position reports to the Manager, Business Operations and supervises a small team of Graphics Technicians and Engineering Assistants. Key contacts are the Branch Manager and Superintendent IIs in Sanitation Services, and the Operational Technology Team Lead (PM II) in Solid Waste Programs. Other key contacts are Analysts, Engineers, Technicians, and Program Managers in Solid Waste Programs, Engineering Strategy and Standards, Driver Services, IT-GIS Team and Risk Management.
SPECIFIC DUTIES AND RESPONSIBILITIES
Information Technology & Systems
- Provides branch subject matter expertise for in-house IT-related software and solutions including routing software, digital mapping, data management
- Provides technical recommendation and direction to Graphics Technicians and Engineering Assistants.
- Provides advice/solutions in support of Sanitation Services continuous improvement initiatives to Management and Superintendents
- Consults with user departmental staff in analyzing existing and proposed data models, system procedures and requirements; recommends solutions
- Prepares and maintains detailed user, systems and operations documentation; prepares and provides presentations, staff orientation, training and practical guidance on the use of new systems and software
- Develops reports using a variety of software including ESRI, ArcGIS Pro, Vehicle Route Mapping Software (RouteSmart), SQL Server, Oracle, SAP, Access, Excel
- Designs technical processes to align operational service delivery for efficiency and efficacy
- Develops technical surveys and forms for data collection using electronic and/or paper based applications. ArcGIS Survey 123
- Leverages industry best practices to design, test, implement and support solutions
Project Management
- Coordinates and/or supports operational technology related projects on behalf of the branch in consultation with the Branch Manager and Superintendent IIs. Collects and manages data reporting for various improvement initiatives related to collections encroachments, weights, abandoned waste, enhanced street cleaning, urban issues, and others
- Liaises with other branches to coordinate work for emerging issues, projects or technical consultation
- Develops and updates the dashboard of operational, technical and cost reporting
- Administration
- Provides technical expertise with data collection and analysis to support operational goals, service delivery requirements and evidence based decision making
- Maintains the Sanitation Services metrics dashboard
Human Resources
- Supervises and checks the work of the Graphics Technicians and Engineering Assistants
- Assists in coaching, mentoring and training new staff
- Participates in performance review process for staff
- Other duties/responsibilities as assigned
