KEY QUALIFICATIONS:

  • Experience in information collection, processing and analysis, contract management – experience specifically related to the actual responsibilities of this position is an asset.
  • Experience with MS Office (Word, Excel, PowerPoint and Access), as well as court computerized case management systems (e.g. ICON) or other high volume processing systems.
  • Experience training, motivating, coaching and supervising staff in a service oriented, politically sensitive environment.
  • Knowledge of court procedures and practices.
  • Knowledge of legislation and regulations relating to court and office administration, practices and procedures. (Provincial Offences Act, Courts of Justice Act, Freedom of Information, etc.).
  • Excellent organizational and time management skills, including attention to details, ability to set priorities, meet deadlines and deal with conflicting priorities and work demands.
  • Excellent research, analytical, and problem solving skills, with an understanding of data management concepts and the ability to develop and recommend effective solutions.
  • Excellent written skills authoring effective procedures and correspondence etc. in a clear and consistent manner.
  • Excellent oral communication, presentation and interpersonal skills, exercising good judgment/discretion in dealing with confidential or sensitive matters and a demonstrated ability to develop and deliver presentations.
  • Well developed human relations and conflict resolution skills and the ability to promote effective teamwork.
  • Ability to embrace, lead and adapt to technological advances.
  • Familiarity with government legislation in the area of occupational health and safety.

Responsibilities:

To supervise and/or direct staff and monitor the performance at all Court Services locations. To maintain reporting systems and liaison services for Court Services Division, assist with the development/calculation of service level indicators and performance measures. To lead project teams, researching and preparing special analyses & projects such as data entry/processing, court forms, contracted services and the Court Master Plan. Divisional liaison for above initiatives.

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements
  • Provides supervision and direction to staff to ensure the delivery of effective and quality service relating to high volume processing and input of Part 1 and Part III case information, scheduling system tables, statistical information and timely delivery of quality products to internal and external stakeholders including Council, court staff, divisions, provincial ministries, federal agencies, prosecutors, enforcement agencies and the Judiciary
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary
  • Schedules resources and activities based on workload, and location and monitors productivity and evaluate performance
  • Effectively handles day to day labour relation issues including attendance management, the hearing of grievances and the imposition of discipline, as required
  • Recruits, selects, hires staff and provides training, coaching and continued development to ensure skilled and competent resources, effective teamwork, high standards of work, continuous learning and encourages innovation in others
  • Ensures work is carried out in accordance with provincial statutes, regulations, bylaws, court procedures, City and Division policies, accurately and in a timely manner. Ensures operating procedures are current, effective and relevant
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations
  • Maintains reporting systems designated to ensure that operating performance can be accurately measured and evaluated including conducting compliance audits, statistical collection and analysis
  • Orders, maintains inventory records and coordinates recall/distribution of Provincial Offences documents for enforcement agencies and division. Participates on the province wide MCMA (province wide) Forms Committee as associate forms design and manages the cooperative contract for same
  • Maintains reporting tables, systems tables, trial coordination, liaison services, court interpretation services, court master plans, data entry and statistical collection for the division
  • Liaises with the Judiciary, Prosecutions, enforcement agencies, Ministry of the Attorney General, related City Divisions, external agencies, vendors, and other court services units with respect to issues affecting court and business systems operations
  • Participates as a panel member in a variety of business meetings/committees to ensure City Court Services divisional goals and directives are represented at the provisional level and to report information as required to Senior Management
  • Monitors service delivery by external vendors to ensure service requirements and quality is maintained. Verifies and reconciles monthly statements from external vendors
  • Participates on special project teams, provincial, divisional or corporate, as a business resource to prepare special analyses as required by Senior Management, Enforcement Agencies or the Judiciary
  • Ensures that all statistical reports and statements are prepared in an accurate and timely manner to meet the requirements of the assigned department
  • Oversee contracts with external services i.e. Data Entry, Printing of regulated court forms and enforcement Part I ticket books (Province Wide) (includes RFP process)
  • Negotiates price of contracted services and supplies to ensure that best price is achieved for the City within requirement Council requirement/guidelines. Exercises penalty clause(s) as necessary
  • Coordinates and monitors all trial scheduling activities for the division to ensure trials are brought before the court within legislative time limits and judicially approved Court Master Plans
