Job Description:
The Supplier Diversity Program Manager is responsible for the development and execution of successful supplier diversity/small business programs at the State and Federal levels for the Company. This position serves as the Company Ambassador for all supplier diversity/small business initiatives and is responsible for compiling and analyzing program performance to report to the Company’s senior management and regulators such as the California Public Utilities Commission (CPUC). This position is located in San Jose, CA.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Business, Finance, Marketing or equivalent education and experience
  • Three years of experience in supplier relations, or experience as a procurement professional, program manager, or as a contract administrator in the development and implementation of purchasing contracts or related experience
  • Proficient in the use of Microsoft Office applications
  • Ability to travel approximately 25% of the time
  • Valid California Driver License
    Salary Range: $96,500 - $179,200

Responsibilities:

  • Develops sourcing strategies and policies designed to increase the utilization of diverse suppliers, which include women, minority, disabled veteran, lesbian, gay, bisexual, transgender, and persons with disabilities business enterprises; supports the sourcing, screening, referral and development of qualified diverse suppliers into the Company’s procurement practice and supply chain
  • Establishes comprehensive internal and external communications to maintain the visibility of the Supplier Diversity/Small Business programs
  • Develops a comprehensive Diverse Supplier Subcontracting program that includes Prime Contractor commitment, goal setting, tracking, and reporting mechanisms
  • Establishes and develops Supplier Diversity champions within the Company to assist with communication and program initiatives
  • Supports the Federal Small Business Program under Company’s federal contract(s)
  • Develops policies and procedures to promote the inclusion of small businesses and meet the reporting requirements
  • Monitors procurement activities by reviewing required suppliers, or contractors’ data related to the programs
  • Provides technical assistance and capacity building to diverse suppliers seeking to do business with the Company
  • Provides certification support to get diverse suppliers certified with CPUC’s Clearinghouse
  • Acts as the primary Company interface with CPUC staff regarding the Supplier Diversity program
  • Acts as the primary Company interface with the Defense Logistics Agency (DLA) regarding the Small Business Program
  • Oversees the maintenance and auditing of all program records, certificates, affidavits, and supporting documentation
  • Prepares the Company’s CPUC GO 156 Annual Report and the DLA Annual Reports, as well as other written reports and budgets
  • Compiles and analyzes statistical data to determine effectiveness of program; recommends changes to the program as needed to increase the utilization of diverse suppliers or small businesses
  • Acts as the Company representative of the CWA Utilities Supplier Diversity Program (USDP), Joint Utilities Committee (JUC), and California Utilities Diversity Council (CUDC)
  • Participates in conferences and events and conducts outreach programs to enhance the Company’s visibility and commitment to the Supplier Diversity program
  • Develops and maintains good relationships with Agencies or Community Based Organizations such as various Chambers of Commerce
  • Attends meetings and training as directed by the Company
  • Performs various Procurement assignments as directed by management
  • Performs other duties as assigned
