SKILLS AND QUALIFICATIONS

  • Applicable post-secondary education in related field of Surface Land, Right of Way Coordination and Land Management.
  • Commissioner for Oaths.
  • Valid Class 5 Driver’s License.
  • Prior experience (5+ years) working in the Surface Land industry supporting oil and gas infrastructure including pipelines.

PREFERRED QUALIFICATIONS/ EXPERIENCE

  • Greater than 10 years’ experience working in the Surface Land industry supporting oil and gas infrastructure is not required, though considered an asset.
  • Preferred working knowledge of applicable laws and regulations including Provincial Regulations, Damage Prevention Regulations, and Pipeline CSA Z662 standards.
  • Permanent Alberta Land Agent license is not required, though considered an asset.
  • Experience in multiple Canadian provincial jurisdictions is not required, though considered an asset.
  • Ability to review, learn, and apply knowledge of internal procedures relating to business controls, cyber-security and other corporate policies.
  • Ability to interpret legal plans, land title/PIN documents, easement documents, legal documents and technical survey and engineering drawings required.
  • Proficient in drafting technical and legal contract terms.
  • Possess a solid understanding of current industry policies, regulations on freehold, Crown and pipelines, affecting surface rights across Canada.
  • Possess a solid understanding of agricultural practices.
  • Effective negotiation skills and sound business judgement.
  • Responsible, dependable work ethic.
  • Effective communication and collaboration skills to work with diverse teams.

Responsibilities:

WHAT ROLE YOU WILL PLAY IN OUR TEAM

Reporting to the Surface Land Manager, the Surface Land Agent is accountable for obtaining permanent interests in land, temporary land access requirements, and mitigating potential issues for Imperial’s projects and maintenance programs. The Surface Land Agent is service focused with an interest in efficient and accurate delivery of results.
This position is responsible for various tasks such as negotiating access to land, ensuring various land use permits have been obtained, settling land and crop loss damages, all with a focus on fostering stakeholder relationships and supporting Imperial’s assets across Canada. The Surface Land Agent works collaboratively with internal team members and external stakeholders in support of the Imperial Community Awareness program.
The Surface Land Agent will represent Imperial Oil and ExxonMobil Canada with the highest degree of professionalism and integrity when interacting with internal stakeholders, governments, freehold landowners and associates from partner companies.
This permanent employee position will work out of Calgary, AB, and will join a team of land professionals supporting Imperial’s Surface Land portfolio.

WHAT YOU WILL DO

  • Negotiate new land takings, including easements, surface leases and dispositions with private and public stakeholders on freehold and Crown land.
  • Research and respond to issues involving surface regulatory changes.
  • Negotiate effectively with private, public, and industry stakeholders to obtain Temporary Workspace and Access Agreements and/or permits to enable the Imperial maintenance/operation programs and project execution.
  • Prepare and submit applications for Temporary Access with relevant government authorities.
  • Support various access activities such as site surveys and field investigations to support the internal groups prior to construction execution.
  • Clearly communicate and document all land issues to ensure adherence to special conditions, mitigation of any potential impacts for all activities carried out on private and public lands.
  • Assess and negotiate settlement of claims such as crop loss and damages related to operations and projects.
  • Coordinate the preparation, acquisition and processing of all land access documents/agreements, working closely with Surface Land Team and Area Land Analyst.
  • Review, manage, negotiate, and oversee to completion third party requests, verify documentation received and ensure compliance to Imperial damage prevention standards, as required.
  • Develop and execute site Community Awareness action plans.
  • Engage with landowners and key stakeholders regularly and respond to inquiries and interests in a prompt and consistent manner.
  • Support areas of interest and concern between external stakeholders and Imperial; utilizing appropriate dispute resolution mechanisms, as required.
  • Establish and maintain positive and cooperative relationships with internal and external stakeholders.
  • Provide proactive and dependable support to internal engineering and operations teams, securing surface access for work execution needs.
