Job Summary
The Systems Engineer is accountable for applying specialized knowledge and expertise in preparing plans for the development of capital projects, completing designs and specifications to meet specific operational requirements, managing projects to procure and implement, and providing assistance for life-cycle management of the systems and equipment in the Section’s area of responsibility.

Key Accountabilities:

  • Ensure system safety is maintained within the ATC surveillance data distribution system domain.
  • Assist in system / software / user requirements gathering, documentation and analysis.
  • Perform detailed design and implementation changes / enhancements to surveillance data distribution applications and systems.
  • Participate in projects of varying complexity including documentation of technical requirements, statements of work, engineering briefs and system test scenarios.
  • Participate in working groups related to the surveillance domain.
  • Responsible for planning, specifying, and evaluating software and systems in support of procurement activities.
  • Perform analysis of problem reports and determine root cause, development of work around, recommendations and/or implementation of solutions.
  • Create, develop, test and deploy system solutions.
  • Create network switch configuration (CISCO/HP) and debug networking issue to root cause interruptions of surveillance data flow.
  • Aid in configuration management of surveillance data distribution system (SDS) hardware and software, testing and release of SDS hardware and software modifications.
  • Provides prompt assistance when requested to investigate technical problems with in-service operational systems.
  • A key function of the Systems Engineer is to actively support a Safety and Quality culture within the Specialty, which ultimately will be reflected in the quality of the finished product delivered to the client groups.

Job Requirements

Education:

  • Graduation from a recognized university with a degree in engineering with eligibility for certification as a Professional Engineer in Canada.
  • Certification or eligibility for certification as a Professional Engineer in Canada.

Experience:

  • Experience in the design and/or implementation of hardware/software and/or electronic projects.
  • Experience in the development of specifications, standards, and/or procedures.
  • Experience in design, development, procurement, implementation and life-cycle management of data distribution systems or electronic systems.
  • Experience in investigating analyzing and resolving life cycle performance issues with surveillance data transfer systems.
  • Experience in design, specification and testing of real-time microcomputer hardware and software.
  • Experience in creation of network switch configuration and root cause analysis of networking issues is an asset.

Knowledge:

  • Knowledge and understanding of engineering principles, standards, practices, and technology in the field of ATC Surveillance systems, data communications and computer systems.
  • Knowledge of the theory, principles, techniques, and practices in the field of electronics, computer systems, electromagnetic interference, and electromagnetic, compatibility (EMI/EMC).
  • Knowledge of operational systems (Windows and LINUX), networking, and communication standards and protocols.
  • Knowledge of Canadian and International, Organizations, regulations and standards related to the operation of surveillance sources (RADAR/ADS-B/MLAT) used for air traffic control.
  • Knowledge with scripting languages such as python or shell scripts.
  • Knowledge of NAV CANADA organization, business practices and principles
  • Knowledge on Scaled Agile Framework (SAFe).
  • A good working knowledge of and demonstrated skills in project management methodologies.

Abilities:

  • Ability to plan, coordinate, conduct, and evaluate proposals related to feasibility studies, design concepts, testing, implementation and life-cycle management of safety critical systems and software for surveillance data distribution systems.
  • Ability to create, document and execute test plans, cases, and scripts for software and system changes.
  • Ability to provide advice, guidance, and opinions related to data distribution systems.
  • Ability to testing and debugging software, hardware, and systems.
  • Ability to write and evaluate specifications, technical reports, proposals, engineering standards, procedures, and safety reports.
  • Ability to communicate effectively both orally and in writing.
  • Ability to satisfy operational requirements and systems engineering integration objectives by analyzing and defining user, operational, and technical requirements and preparing appropriate system specifications.
  • Ability to assess the applicability and feasibility of established and emerging technologies and standards related to information and networking systems.
