WHO WE ARE SUPPORTING

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO’s military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.

ESSENTIAL SKILLS AND EXPERIENCE

  • They have a NATO SECRET security clearance, provided by the national security organization valid at the time of submission of the bid and covering the period of the contract
  • Fluent in English and must be able to read and write technical and user documentation.
  • Experience in Microsoft computer network architecture and maintenance.
  • Experience working with virtualization technologies including VMWare.
  • Experience in creating technical documentation.
  • Experience in network and system security.
  • Experiencing in computer scripting.

DESIRABLE SKILLS AND EXPERIENCE

  • Knowledge and experience of working with NCI Agency.
  • Knowledge and experience of working with the NCI Academy.
  • Knowledge and experience with agile implementation methodology.

Responsibilities:

ROLE BACKGROUND

The NATO Communications and Information Academy (NCI Academy) located in Oeiras, Portugal currently delivers NATO technical and operational training, on a variety of hardware and software systems, to the NATO Command Structure (NCS). One component of this task is the operation and maintenance of the Academy Learning Environment (ALE) used to support delivery of NATO‐required courses. The NCI Academy is looking to outsource part of the system administration of the ALE systems. The service contractor will work closely with the Technical Capability and Support Section (TCS) on system administration tasks. The work shall be primarily conducted at the NCI Academy in Oeiras, but may involve some travel to other NATO and NCI Agency elements.

ROLE DUTIES AND RESPONSIBILITIES

  • Regularly update and patch all software systems to ensure they are secure and up to date,
  • Implement strong security protocols such as multi‐factor authentication, access control and data encryption to protect sensitive data.
  • Monitor the network for performance issues and suspicious activity and promptly respond to security threats,
  • Regularly backup critical data and test the restore process,
  • Develop and maintain documentation and procedures for IT processes and systems to ensure consistency and efficiency,
  • Enhance and support the ALE virtualization platform,
  • Automate repetitive tasks and implement monitoring tools to reduce workload and improve efficiency,
  • Proactively identify and resolve issues before they become a problem,
  • Continuously evaluate and optimize the IT infrastructure to ensure it meets the Academy’s’ needs and goals.
  • Provide User Support
