Job Summary
This position is located in the Common Infrastructure Monitoring & Management (CIMM) Infrastructure Operations organisation and supports the design, development, delivery and life cycle management of systems and of applications that are supported by CIMM. Participates in the work involved in the planning, development, acquisition, configuration, enhancements, implementation and lifecycle of complex IT and OT infrastructure domains. Provides functional and technical guidance and advice in one or more areas of technology and systems specialization to technical and management teams. The domains may include one or more of: Infrastructure Monitoring & Management, Network, Server and Storage, Client Computing or other.

Job Description

Key Accountabilities:

  • Under the Manager’s directions, guide on-going life-cycle support of CIMM system(s)
  • As subject matter expert, resolve issues that require a cross-functional solution.
  • Provide input to development, identification, and resolution of potential inconsistencies with current and planned policies, training, plans, architecture, national and international technical standards, and work instructions.
  • Provide technical leadership in the development and implementation of new features, enhancements, and special requirements.
  • Analyze, specify, and define systems interface and other technical requirements for new software / applications / database / operating system / hardware initiatives.
  • Guide / participate in very complex or multiple complex projects, including cross-functional projects.
  • Provide timely response field support on the supported systems.
  • Monitor evolving technology capabilities and makes recommendations for additional upgrades.

Job Requirements

Education:

  • Graduation with an acceptable degree from a recognized university or Community College with specialization in computer science or systems engineering OR a secondary school diploma and an acceptable combination of education, training and experience

Experience:

  • Experience in systems analysis, design, development, debugging, scripting, integration, test, implementation and support of complex Air Traffic Control (ATC) safety systems or equivalent
  • Experience with Windows and Linux Operating Systems
  • Experience with Human Machine Interface (HMI) solutions using VTScada, and experience with SCADA systems or equivalent.
  • Familiarity with common industrial control elements such as PLC’s, RTU’s, HMI’s would be a strong asset.
  • Experience with Nav Canada processes, systems and procedures (Track, Tickets and workflow, roadmaps and ticket reporting.) or equivalent
  • Experience in dealing with ANS internal stakeholders of NAV CANADA including development of technical proposals, technical demonstrations, and technical documentation or equivalent

Knowledge:

  • In-depth knowledge of specific critical systems, operations and maintenance techniques and practices.
  • Knowledge test plan development and test methodologies and procedure development.
  • Knowledge of software development processes and monitoring and gathering of metrics with respect to software development.
  • Knowledge of operating systems, networks, and the operation and management of Windows and Linux operating systems.
  • Knowledge of cyber security in an OT environment.
  • Knowledge of Open Systems Interconnection model and interface control documents.
  • Knowledge of networks and data packets analysis.
  • Strong knowledge of industry trends and developments and leading-edge technologies
  • Knowledge of contract / procurement processes in NAV CANADA or equivalent
  • Knowledge of OT, procedures, and business function in context of the air navigation business.
  • Strong knowledge of programming, particularly in the areas of real-time data acquisition and processing, Graphics, network communications, file and device I / O, data storage and retrieval, task scheduling multi-threading, using operating system application interfaces and libraries and power fail recovery.
  • Knowledge of communications (SNMP, Modbus, Generic TCP/IP, Serial, Discrete signals) protocols design techniques and applications would be a strong asset.

  • Ability to systematically analyze and resolve complex problems.
  • Ability to adapt to changing priorities, work under minimal supervision and handle multiple concurrent issues/initiatives.

  • Ability to provide technical advice and guidance in the area of software/ system development.
  • Ability to guide very complex, or multiple complex projects, including cross-functional projects; coach project team members on project coordination issues and recommend approaches.

Working conditions:

  • This position is based at Ottawa TSC but may be eligible for a flexible work arrangement.
