Description:

General ManagementActively promote electronic working at all levels within the Health Board to support organisational development and service modernisation plans.Management of Services, Resources and Policy Ensure that requirement specifications for new IT solutions and enhancements are in line with the needs of the business. Devise and update user documentation including confidentiality & data standards. Devise new and amend existing user support procedures as necessary. Assist in performing post implementation quality assurance checks.Develop and review training courses on the use of patient systems used in the Health Board Maintain a good understanding of the strategic direction for Digital Services within the Health Board.
Ensure any documentation provided to users as part of training sessions is up to date and relevant. Ensure users are made aware of Health Board approved E-Policies when receiving any training. PlanningEnsure that scheduled work is completed on time and complies with the agreed quality standards. Required to plan, organise and provide accurate timescales for a range of activities which will impact on the implementation of business-critical functionality.
Assist in the assessment of the business and information requirements of the organisation, in order to develop solutions to improve healthcare processes and provide clinical benefit. Be an active member of any project teams set up for the implementation and support of systems, with responsibility for carrying out project tasks within agreed timescales and resources. Analytical and Judgemental SkillsRequirement to concentrate for long periods when analysing data. Analyse user requirements and assess the need for software modifications, configuration changes etc and advise on their prioritisation.
Meeting users to discuss requirements. Assist in identifying possible solutions. Producing user specifications Undertake software testing to ensure robust systems implementations. Report all faults via the testing software.
Meet with developers on a regular basis to highlight system issues and agree system modifications. Monitor, retest and approve system changes for general release. Delivery of training sessions will include: New user training and set up (software installation & user accounts) Specific modular based training Refresher training Data standards training System modification training Provide expert system administration support for patient systems such as Signal, TOMS, EPOA, Health Forms, PIMS+,. These duties include: Resolving day to day system issues arising from service desk incidents.
Manually resolving database inconsistencies across a number of key database tables. Identifying and troubleshooting system bugs and errors Maintenance of user accounts including the set up of new users and deletion of users. Reviewing and updating system documentation as appropriate including Standard Operating Procedures (SOP) & Systems Security Policy (SSP) in conjunction with the Trusts IT System Management Team. Maintaining password/security files in line with the SSP.
Maintaining/updating system meta tables. Advise Systems Administration Manager of bulk database update requirements. Assist in the coordination the release of new software and system downtime across SBU & Cwm Taf LHBs. As part of the Software Development Team, provide second line support for all systems, providing troubleshooting asrequired.
Record and update the Service Desk logging system to the required standard. Research & Development / Service & Quality ImprovementsUndertake research as necessary to maintain and improve software testing techniques and to keep up to date with changes in healthcare data standards. Maintain a good understanding of the strategic direction for Digital Services within the Health Board. Keep up to date with the national implementation programme for Informing Healthcare and its impact on local developments Responsibility for Human ResourcesCoach junior staff in all aspects of software testing and application support.
Allocate work to more junior members of staff as appropriate.Communication Communicate effectively with the Software Development Manager and all members of Software Development to assist in ensuring that work schedules are planned and adjusted appropriately. Work closely with other members of the team and represent them as required. Promote new ways of working to clinical staff, Board Directors and all levels of staff throughout the organisation. Work collaboratively with clinicians and managers throughout the organisation.
Assist in ensuring effective communication is maintained within Directorate Teams, across the Digital Services Ensure Directorate administrative processes are adhered to. Identify and report potential risks for inclusion onto the Directorates Risk register and to review the Risk Register in conjunction with the Directorates Senior Team. Continuing Professional DevelopmentDevelop a personal development plan annually as part of the Personal Development Review process. Keep skills up to date and relevant in order to carry out appropriate tasks in the areas of project management, informatics and IT applications.
Use available resources (Intranet, internet, reading materials, conferences) to keep abreast of IT developments and look for opportunities to use these developmentsParticipate in the Directorates Senior Forum workshops and the Health Boards Directorate Development Programme. Ensure continuation of personal development through appropriate formal training as and when necessary. Keep up to date with legislation in relation to data protection, Caldicott principles, confidentiality, Human Rights Act, Freedom of Information Act etc and the latest E-policies
