Description:

Blue Cross Blue Shield of Michigan (BCBSM) is hiring for a Systems Analyst III - Mainframe Programmer to join our Integration and Imaging Systems area.
The Systems Analyst III - Mainframe Programmer is under general IT supervision and makes modifications to complex applications and will create detailed specifications. Will lead and assist in program design understanding and translation to allow changes and deployment for the maintenance of programs. Demonstrate effective communication skills to interpret needs of clients though design documentation and work very closely with other Information Systems teams. Interacts with other IT system team members including Operations, Business Units and Testing teams as directed by leadership.

EDUCATION AND/OR EXPERIENCE

  • Bachelor’s degree in related field preferred.
  • Five (5) years of relevant system solution development, testing and implementation work experience required.
  • 8 or more years of related work experience preferred.
  • 8 or more years of experience in Information Systems performing development work preferred.
  • Mainframe coding experience (TSO/ISPF, JCL, COBOL, MVS, IMS, File-Aid etc.)
  • Experience with VSAM files
  • Experience with RDBMS (DB2, SQL)
  • IBM MQSeries
  • Expeditor
  • Experience with Agile Methodology

PREFERRED SKILLS:

  • Experience as a Mainframe Programmer Analyst on at least (2) full life cycle project iterations, which included the design and developing of large-scale Mainframe applications.
  • Good understanding of standard SDLC methodologies.
  • Background in healthcare with membership data.
  • Prior BCBSM experience in IT.
  • Cloud computing understanding is helpful.
  • Cloud computing development very useful.

  • Must be trainable to new technologies.
  • Self-starter that digs deep into programs to understand and document processes.
  • Excellent written and verbal communication skills a must.Strong analytical and problem-solving skills.

Responsibilities:

This Systems Analyst III - Mainframe Programmer opportunity, will involve:

  • Develop costs estimates for the planning of new systems/enhancements for assigned systems.
  • Serve as a liaison between business areas and the IT organization and vendors in coordination with project managers to provide technical solutions that address user needs.
  • Formulate and define system scope and objective based on user needs and understanding of business processes.
  • Develop, write, and communicate systems design, functional system specifications and functional architecture analysis.
  • Ensure completeness of technical requirements and functional architecture analysis for the design and implementation of system business solutions.
  • Identify gaps or issues.
  • Review test plans and monitor testing process to ensure that business results are adequately tested with minimal risk.
  • Develop user and/or system test cases and validate test results during testing as needed.
  • Develop system manuals, system training materials and system enhancement communication.
  • Work closely with developers and end users to ensure technical compatibility and user satisfaction.
  • Conduct feasibility studies and draft proposals for evaluation by appropriate users and managers.
  • Identify issues and make recommendations based on impact of new/emerging technology or modifications to existing systems.
  • Provide input for the development of Service Level Agreements (SLAs) and/or selection of vendors.
  • Ensure SLAs are achieved.
  • Provide guidance and mentoring to other team members where necessary and work closely with leadership on work status.
