Description:

Can you see yourself Ensuring effective policies, procedures and security compliance activities are implemented for CNL sites in accordance with CNSC Nuclear Security Regulations and CNL business goals? If you answered yes, then this may be the job for you! Our Chalk River location is looking for a Security Compliance Specialist - Team Lead to liaise with internal and external organizations to coordinate initiatives requiring security planning and compliance involvement and share best industry practices.

What will you be doing !

  • Coordinating the review of Management System document, plans, procedures and work instructions for implementation to ensure compliance with all regulatory requirements.
  • Leading the development of annual Threat and Risk Assessments and Licensed Site Security Reports.
  • Conducting reviews of various CNL project plans, Management System and line level documents to ensure security compliance requirements are met.
  • Developing Transportation Security Plans in coordination with internal and external stakeholders in line with regulatory requirements.
  • Coordinating the conduct of the security self-assessment activities in accordance with the annual Integrated Assessment Plan.
  • Developing, implementing and maintaining annual security self-assessments for required CNL facilities.
  • Under the direction of the Manager, Security Program, coordinate the conduct of security field walk downs at various CNL facilities to ensure the ongoing maintenance of compliance with all regulatory and legislative requirements.
  • Developing plans to ensure appropriate cause analysis and corrective actions are taken to address identified gaps or deficiencies through the Impact system in alignment with CNSC regulatory requirements.
  • Implementing the Continuous Behaviour Observation Program (CBOP) at CNL, and coordinate the review of that content on an ongoing basis.
  • Facilitating the conduct of security briefings and awareness sessions for various CNL organizations as requested.
  • Coordinating the conduct of annual Security Awareness and cultural communication activities within the Security Compliance team.
  • Coordinating and participating in CNSC regulatory inspections, performance testing exercises or technical meetings.
  • Acting as a resource to the CNL Investigator to support investigations as required.
  • Advancing personal knowledge of Security Management through ongoing training and certification.
  • Attending meetings with internal partners (e.g. Safety Meetings) and other meetings as directed by management.
  • Maintaining cooperative working relationships with external security intelligence and emergency response organizations to ensure awareness of security threats.
  • Monitors project finances and makes financial recommendations to the Manager, Security Program and ensuring compliance to assigned budget provisions.
  • Developing new or adapting current processes and procedures within established policies or operating standards to achieve objectives.
  • Reviewing self-assessment or investigation outcomes and developing corrective action plans to address gaps or deficiencies.
  • Other duties as assigned by your manager.

  • Understand and effectively communicate, verbally and in writing, sensitive information to line management within the HSSE mission and to senior and middle management within other CNL missions
  • Experience:
  • Training and experience incorporating Crime Prevention Through Environmental Design (CPTED) concepts is considered an asset.
  • 5-10 years of progressive experience in a business or security/police related discipline with a demonstrated ability to coordinate and supervise employees performing similar technical work.
  • Work experience in the CNL formal document review and approval process or similar demonstrated experience developing and maintaining organizational security documentation is required.
  • Investigative training and/or pertinent auditing experience is considered as asset.
  • Familiarity with Treasury Board of Canada guidelines, Government of Canada Security Policy and working knowledge of the Criminal Code of Canada, Provincial and Municipal Statutes and CNL’s established encryption program (Entrust).
  • Knowledge and comprehension of CNL Security policies and procedures and CNSC Nuclear Security Regulations and associated regulatory documents.
  • Working knowledge of Quality Assurance Standards for appropriate scope of work, providing objective surveillance and support for conformance to Quality Standards.
  • Education:
  • Post-secondary diploma with concentrated studies in a business or security/police related discipline or equivalent in knowledge and related experience.
  • Formal training and/or experience developing Harmonized Threat & Risk Assessments (HTRA)
  • Professional certifications such as CPP or CNSP is considered an asset.
  • Security clearance eligibility required: Level 2 Secret which has a minimum requirement of 7 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom . CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s “Standard on Security Screening” and the “Policy on Government Security.”

Working Conditions :

  • The position requires the individual to be able to operate computer and communications equipment, as well as send, receive and analyze various forms of communication (e.g phone calls, email, web based meeting apps etc.)
  • May be required to work extended hours as well as travel to various CNL satellite sites on a planned or ad-hoc basis.
  • Must be willing to travel on an as required basis and be willing to remain on-duty during an emergency.
  • The position is classified as partially remote with a requirement to be available on site at least three days per work week and the ability to attend site when necessary. The majority of the work will be conducted in an office setting, with some activities requiring attendance outdoors and in any requisite safety gear (e.g. hard hat, goggles, safety shoes etc.)
