JOB DESCRIPTION

The Panagora Group, a U.S. small business, plays a pivotal role as a key partner in this project. Their technical and advisory services are instrumental in monitoring, evaluating, and learning USAID/Colombia’s strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA), led by Panagora Group, provides invaluable monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.
USAID/Colombia has entrusted MELSA with a crucial task to develop research related to the regional integration strategy (RIS) contained in the Country Development Cooperation Strategy (CDCS) 2020-2025. This work, spanning several years, aims to deepen the impact of Mission programs and promote transformative change through the strategic identification and implementation of Regional Integration Opportunities in selected and specific territories of Colombia.
The overall objective of the research is to identify and contribute with actionable recommendations aimed at enhancing the RIS’s capacity to contribute to regional development outcomes, advance strategic goals, and inform the design and implementation of the upcoming CDCS 2025-2030. The Assessment aims to achieve the following general objectives: (i) Analyze the evolution and engagement of RIS; (ii) Assess the Effectiveness of RIS; (iii) Identify gaps in Governance and Knowledge Management; and (iv) Provide Recommendations for improvement RIS.
The consultant who fulfills the pivotal role of team leader will be entrusted with directing all conceptual, methodological, and technical aspects of the research, ensuring compliance with established deadlines and USAID/Colombia quality standards. Additionally, he/she will provide the depth and relevance of the findings, conclusions, and recommendations. He/she will be in charge of the presentation of results, the writing of the final report, and the implementation of the study’s use and dissemination plan.

REQUIREMENTS

  • A professional degree and a master’s degree in a field relevant to the research objective (economics, public policy, political science, social sciences).
  • A minimum of ten (10) years of relevant professional experience.
  • Solid background or experience in Colombia’s regional development issues.
  • Demonstrated experience in research, project evaluations, policy, and consulting. Desirable experience with USAID or other development agencies.
  • Experience managing projects that collect quantitative and qualitative data.
  • Proven ability to analyze data and communicate key findings to decision-making audiences.
  • Advanced technical report writing skills, with a track record of producing high-quality, evidence-based reports for international development agencies or similar organizations.
  • Advanced knowledge of English and Spanish, both written and spoken.
  • Strong interpersonal and communication skills, relationship building, and collaborative work with diverse stakeholders.
  • Ability to develop documents and conduct meetings and presentations in English and Spanish.

Responsibilities:

  • Lead the development of the Assessment’s methodological design and work plan.
  • Provide technical guidance to the consultant team to ensure adequate development of their activities and delivery of their products.
  • Serve as the primary liaison with USAID/Colombia’s counterparts and MELSA.
  • Ensure the technical quality of the products prepared by the consultant team.
  • Prepare and lead meetings requested by MELSA and USAID/Colombia.
  • Carry out strategic planning of the project to achieve objectives and overcome possible setbacks in implementing the measurement.
  • Identify challenges and limitations and propose alternative solutions during the development of the Assessment.
  • Lead fieldwork in the prioritized areas.
  • Implement the instruments for qualitative data collection in the field.
  • Oversee the quality and timeliness of the quantitative and qualitative data analysis.
  • Led the preliminary presentations and the results addressed to USAID/Colombia.
  • Write main technical deliverables and communications in English, including the final assessment report.
  • Provide technical guidance for the development of the use and dissemination plan.
  • Conducted briefs and presentations for USAID/Colombia.
  • Lead the implementation of the adjustments to the products requested by MELSA and USAID/Colombia.
