Description:

We have a rare and exciting opportunity for a full-time Band 7 Team Manager to support with the delivery of the 0-19 Healthy Child Programme, providing excellent, safe, and effective high-quality care to children, young people and their families.
The role will be based at Ely and Soham with a requirement to travel across North and South Cambridgeshire for meetings.
As the Team Manager, you will work in partnership with the Locality, Clinical, Professional and Safeguarding leads to establish effective integrated team working across Peterborough and Cambridgeshire. In addition, you will work and liaise with GP’s, other professionals alongside statutory and voluntary agencies to deliver individualised and expert services to Children, Young People and Families.
You will be flexible, resilient and adaptable to changing needs in a service that is continually developing and improving. You will have a clear communication style, have good organisation and problem-solving skills, and demonstrate a keen interest in Public Health particularly around children and young people’s health and wellbeing. You role will be vital in helping to protect and safeguard children and young people and achieving local and national targets.
There will be a comprehensive induction package and support and guidance through supervision, appraisal and continuing professional development.
The 0-19 Healthy Child Programme in Cambridgeshire is provided in partnership with Cambridgeshire and Peterborough Foundation Trust with the vision of an integrated 0-19 years’ service for all children and families living within the area.

The post holder will provide operational management and leadership to the locality Healthy Child Programme team; ensuring the delivery of a high quality, efficient and effective service, meeting all objectives and key performance indicators. This is an inward facing locality team management role contributing to the delivery of the Healthy Child Programme across the Local Authority.

Main Duties and Responsibilities
Responsible for the day-to-day management of their team and management of the team’s working practices. This will include responsibility for recruitment and selection, induction, mandatory training, staff absence, skill mix, appraisal and work performance.
Locality management: to be in line with team objectives, which reflect Cambridgeshire Community Services’ corporate and strategic objectives.
Support, develop and implement any specific projects for example, new service developments, productivity improvement work.
Ensure that all staff within the team are supported to use information systems for data collection that deadlines are met for submitting data and that data is analysed to help allocate work and maximise productivity.
Ensure there is an effective process of communication with the team and take the lead on the CCS team briefing process, through engagement of all staff.
Accountable for locality practice profiles, as agreed with the Locality Manager; and to develop and manage day-to-day practice agreements.
Utilise and contribute to National Initiatives, such as the implementation of the Healthy Child Programme, the National Service Framework for Children, Young People and Maternity Services, and collaboration with partner agencies.
Carry out all duties to the highest possible standard. To receive regular management supervision, annual appraisal, and a personal development plan from the HCP Locality Lead.
The post holder will ensure that Risk Management and Health and Safety requirements are implemented.
Communication
Demonstrate the ability to reconcile conflicting interests which may arise.
Influence decisions regarding service delivery through leading meetings.
The post-holder will use well developed change management, communication and resilience skills to effect change within the team, understanding the complexities of change whilst also being able to deliver change.
Use sophisticated communication skills to impart difficult or unwelcome news primarily to staff for example, disciplinary, performance and grievance matters.
To develop and maintain effective working relationships with clinical colleagues, within the service, division and the Trust.
Develop and maintain positive working relationships with key stakeholders both internally and externally.
Ensure clients and their carers/families are aware of the standards they would expect from the service.
Communicate effectively with commissioners from NHS England and Local Authority.
Analyse and provide reports and decipher information from data and communicate this information to the Area Manager.

People Management
Responsible for day-to-day management of a group of staff within their locality team of the Healthy Child Programme Service including grievance, disciplinary, performance management, appraisal, appointing panel member at recruitment, reviewing work performance and progress, work allocation and checking.
Maintaining own professional development and requirement to take part in appraisal and KSF process.
In conjunction with the locality manager, clinical colleagues and other stakeholders implement new ways of working at a team level, taking appropriate advice from corporate colleagues. This might include skill-mix reviews and other staffing strategies.
Ensure that the recruitment, retention, motivation, and development of staff is a key management priority.
Support the locality manager in the workforce planning process.
Manage and record sickness absence in accordance with the Trust’s Sickness Absence Management Policy and report accurately to inform Trust workforce information systems.
Ensure human resource initiatives, such as improving working lives, diversity and safe employment are implemented and embedded, as well as seeking to develop new ways of working to improve service delivery and patient care. Adhere to all human resource policies within the service.
Implement effective communication strategies to promote staff involvement.
Ensure that locality team working, and staff management is undertaken in line with Trust values.
Provide all staff with appropriate support and training to undertake their jobs satisfactorily, including mandatory training.
Meet the Trust target rate for mandatory training compliance in the locality.
Ensure all staff within the service receives an appropriate annual appraisal, which will include the establishment of key objectives and personal development plans to enhance team and individual performance.
Meet the Trust target rate for appraisal compliance in the locality.
Develop morale and motivation through effective personal leadership, ensuring views and decisions are communicated across the management and service structure.
Support the Locality Lead in facilitating a research and development culture that enables staff to take a critical and innovative approach to practice.
Effectively schedule annual leave and study leave, always ensuring the availability of cover and that use of bank/agency cover is reduced to a minimum.
Maintain own professional development and requirement to take part in appraisal and KSF process.
Provide appropriate leadership to direct reports who line manage others to ensure they have sufficient skills and support to carry out their role effectively.
Maintain personal files.
Research & Development Activity
Required to undertake non-clinical audit occasionally.
Clinical and Practice Governance
Observe and maintain strict confidentiality with regards to any patient/family/staff/records and information in line with the requirements of the Data Protection Act.
Any data that is taken/shared as part of a phone call or transported, faxed or transferred electronically must be undertaken with regard to the Trust Information Governance and Information Security policies.
The post holder must adhere to the Trust risk assessment and risk management processes.
The post holder must adhere to infection control policies and procedures.
Undertake mandatory training and any other training relevant to the role as required by Cambridgeshire Community Services NHS Trust.
The post holder must participate in clinical and other audits as required.
Provide patients and their families /carers with information on standards they should expect from the team.
The post holder is required to participate in relevant emergency preparedness process for their team.
Patient Involvement
Working with Clinical Leads, capture child and family patient experience within the locality. Tailor services according to feedback, keeping the child and family at the centre of all work undertaken.
Develop appropriate mechanisms/forums for working with patient groups and voluntary agencies to enhance service delivery.
Carry out the Friends and Family Test and Trust wide Survey and act on feedback.
