Description:

QPS is seeking an experienced Technical Business Analyst to contribute to the successful delivery of the National Criminal Intelligence System (NCIS) project which is part of the QPS’s broader Austalian Criminal Intellignece Commission (ACIC) Program of Work.
The projects are assigned as part of a large portfolio of approved and funded ICT initiatives for the period of July 2024 to June 2025. The portfolio of projects covers a diverse range of business requirements and varying complexity, included but not limited to, capability enhancements, information security and risk, infrastructure and application implementations, upgrades and migrations. Organisational structure & relationships The occupant of this position will be part of the Software Development Group in the Development & System Transition (D&ST) directorate within FDD. This position reports to the Manager of Development.
The Technical Business Analyst will be a member of a software development team working on the NCIS Program of work, delivering services related to QPS integration with the NCIS. SDG will provide support and guidance regarding relevant standards and guidelines.
The Technical Business Analyst may be assigned to work on a range of different projects over the duration of the engagement. All projects follow an approved project methodology and report to the NCIS Program Manager and governance board via the NCIS Technical Project Manager.

KEY ACCOUNTABILITIES:

The Technical Business Analyst will have the ability to work effectively with within the software development team, to engage with technical subject matter experts across various teams (eg Cyber Security, Digital Design, Networks, End User Tools & Platforms, Desktop Mobility and Video, and Data Centre) and build positive relationships with key stakeholders across FDD, public safety agencies and vendors.

DESIRABLE SKILLS AND KNOWLEDGE:

  • Use of fit-for-purpose tools to record and manage requirements for the documentation and management of quality assurance.
  • System analysis activities on complex Commercial-Off-The-Shelf (COTS) products
  • Knowledge of Agile delivery
  • Awareness of ITIL framework or similar process methodologies
  • Awareness of PRINCE2 and similar project management methodologies
  • A degree level qualification in Information Technology or Computer Science

Responsibilities:

  • Conduct analysis of business requirements and evolve those requirements for technical design and implementation of solution components.
  • Apply governance processes to ensure the quality assurance of technical products delivered by suppliers.
  • Translate business requirements into functional and technical specifications incorporating analysis of maintainability, scalability, security, supportability, usability and other non-functional requirements.
  • Define key test scenarios and carry out verification testing to ensure the solution is complete and meets agreed business requirements.
  • Provide support to builders and testers to ensure the required solution outcomes are achieved, including assistance with documentation and testing of defect fixes and changes.
  • Provide advice on database, desktop, infrastructure (server and operating system), infrastructure (virtualisation and storage), mobility, software and telecommunication solutions, products and services to internal and external stakeholders.
