Description:

SEEKING EXPERIENCED CONSULTANT – TECHNICAL CONSULTANT OVERVIEW

KL Scott and Associates is seeking a Strategic Technology & Advisory Management Consultant to coordinate and deliver comprehensive program support in relation to technology assessments, strategy development, and execution advisory of State, Territory and Tribal systems. This position will function in an advisory capacity related to client solution development and delivery. The ideal candidate will reside on the West Coast or Mountain Time at minimum.

Responsibilities:

  • Examine current application architecture and work with business and technical staff to recommend solutions that result in effectiveness
  • Work with managers and clients to gather business requirements, identify deliverables, and support IT strategy development
  • Define features, phases, and solution requirements
  • Organize project outputs, deliverable and workshop development efforts
  • Create IT strategies including mission, vision, core values, goals, objectives, key performance indicators, strategic project charters, roadmaps and execution action plans
  • Engage with vendor ecosystem
  • Act as a subject matter expert to provide the vision and strategy for State, Territories and Tribes lead agencies
  • Provide strategic direction and development for client deliverables
  • Analyze a situation and formulate effective solutions
  • Ability to make technical decisions regarding solutions and how they impact business / mission outcomes
  • Translating system requirements, workflows and processes
  • Risk identification and management
  • Update stakeholders about any issues connected to architecture
  • Integrate with vendors/partners to collaborate and coordinate technical assistance delivery, best practices and lessons learned.

Qualifications:

  • Master’s degree in related field preferred.
  • Excellent analytical skills and ability to see the connection between layers of business applications
  • Experience modernizing legacy systems
  • Superior communication skills
  • Experience in a Consulting capacity
  • Public sector consulting experience a plus
  • Experience facilitating workgroups and communities of practice.
  • Excellent writing and presentation skills.
  • Strong organizational and time management skills.
  • Ability to work independently and as part of a team
