PROGRAM DESCRIPTION

Funded by the U.S. Agency for International Development and in close partnership with federal partners and select Nigeria States (designated as legacy [Bauchi and Sokoto], launching (Adamawa) and technical assistance), the five-year Leveraging Education Assistance Resources in Nigeria (LEARN) project will support sustainable improvements in reading outcomes for first and second grade pupils. The goal of LEARN is to strengthen and scale early grade reading (EGR) best practice by ensuring that standards-based, context-appropriate assessment, materials, training, and administrative supports needed to improve literacy skills for P1-2 pupils are embedded within the federal policy, funding, and monitoring frameworks, and state and local authorities have the implementation protocols, capacity, and resources to carry out and sustain standards-based, data-driven EGR reform. The project objective is to instill ownership in and build capacity of school-community, local, state, and federal systems to establish a base for adequate, consistent data-driven funding, monitoring and performance that increase the equity, inclusion, and wellbeing necessary to achieve sustained EGR gains. LEARN will therefore be building on lessons learned from prior Nigeria reading programs to introduce a flexible, cost- efficient EGR intervention model that can be tailored to state contexts.

Responsibilities:

JOB SUMMARY:

The Technical Grants Officer will support the work of LEARN’s grantee, Connected Development (CODE) to advocate at community, LGEA and state level for improvements in the Early Grade Reading system. The Technical Grants Officer will be based in LEARN’s regional office in Adamawa or Bauchi, and travel extensively to Adamawa, Bauchi and Sokoto states to provide support and collaborate extensively with the PCL Specialist and Regional Advisor in each state.

Essential Duties:

  • Support Connected Development (CODE) with activity planning and reporting.
  • Review CODE’s draft training materials and assist the grantee to improve quality of content and training methodology, liaising with relevant technical specialists and advisors as required.
  • Visit a sample of CODE’s activities, coach the CODE staff during and after the activities, verify documentation such as attendance registers and interact with beneficiaries to gauge their satisfaction with the content and quality of the event.
  • Work with the LEARN state team to ensure that there is sufficient coordination between CODE and government offices such as the State Universal Basic Education Board (SUBEB)’s Social Mobilization Department (SMD) departments.
  • Be familiar with CODE’s contracts, particularly the deliverables, to ensure compliance with the Grants Agreement.
  • Monitor the outcomes of training events (what changes as a result of the event) and maintain ongoing conversation with CODE about how to help the beneficiaries reach the outcomes.
  • Ensure that all reports are submitted as and when due along with relevant Means of Verifications (MoVs) of each milestone.
  • Any other duties as may be assigned.

Qualifications:

MINIMUM REQUIRED EDUCATION & EXPERIENCE, SKILLS AND ABILITIES

  • High School diploma required, bachelor’s degree in social work, adult education or similar highly desired.
  • Professional qualifications in accounting, finance, business, and/or international development highly desired.
  • At least 4 years of prior work experience (4+ years of general work experience and including at least 2+ years of specific experience related to the position required. If supervising staff, must have 1+ years of supervisory experience).
  • Experience as a trainer and materials developer in the community engagement field
  • Experience in capacity-building for NGO technical staff
  • Good interpersonal and coaching skills
  • Availability to travel regularly to Adamawa, Bauchi and Sokoto
  • Fluency in Hausa/ other languages used in these states
  • Able to work well both independently and as part of a team.
  • Advanced knowledge of Spoken and Written English highly desired, medium level required
