Role Overview
We are currently recruiting for a Technical Lead - Asbestos, working at height and confined spaces to join our passionate and driven team based at our Ipswich office.
To provide expert advice and guidance to the OCS UK&I Business including Operational Directors, Senior Managers & Operational Management teams on effective and robust Gas works management. The role includes developing and being the ‘owner’ of the OCS UK&I Gas policy, procedures and accompanying processes, ensuring these remain effective and fit for purpose through regular reviews.
Undertake monitoring and over-sight activities to ensure the business operates within the relevant legislation, guidance and industry best practice to ensure continued compliance.

Key Responsibilities:

Functional

  • To undertake the subject matter expert lead for OCS UK&I on Gas works and compliance.
  • Provide clear direction and expert advice and guidance to the OCS UK&I Business including Operational Directors, Senior Managers & Operational Management teams on effective and robust Gas works and compliance.
  • To work collaboratively and constructively with other members of the OCS UK&I Technical Team and wider OCS UK&I QHSE Team to ensure a consistent and seamless delivery of support across OCS.
  • Own and manage the OCS UK&I Gas policy, procedures and accompanying processes, and emergency response plans to handle gas related incidents, ensuring these remain effective and fit for purpose through regular reviews
  • Deliver a continued program of awareness training to relevant Management Teams on the implementation and adherence to the OCS UK&I Gas policy.
  • Set the minimum standards within the OCS UK&I Gas policy for competency levels for those tasked with Gas related works.
  • Working with the OCS QHSE Training team to ensure relevant training courses are suitable and made available.
  • On-going coaching and mentoring of OCS Operational Management Teams
  • Advising Clients on their responsibilities where necessary
  • Undertake a program of monitoring and oversight UK&I wide through site visits ensuring the OCS UK&I Gas policy and procedures are understood and embedded at site level & correct process and frequencies are maintained of gas compliance activities and document retention.
  • Complete a program of Gas management audits, identifying both good practice and gap analysis, implementing subsequent remediation plans to drive continual improvements.
  • To oversee and support gas incident reporting under RIDDOR
  • To liaise with enforcement authorities (e.g. HSE, EHO)
  • Lead thorough investigations for gas related incidents, identifying root and underlying causes with rectification plans.
  • Attend Client liaison meetings and representing OCS UK&I as the Gas subject matter expert for the business when required.
  • Collaborate with cross functional teams including engineering operations and legal to ensure gas compliance considerations are integrated into project planning and execution.
  • Advising the business on Duty Holding competency and appointments in writing.
  • Assist the business in assessing competency and performance of Gas sub-contractors.
  • Oversee the design and implementation of safety protocols risk assessments and emergency response plans to minimise gas related hazards and accidents.
  • Production and delivery of monthly reports to Senior Executives.
  • Lead on embedding the OCS UK&I Gas policy, procedures and accompanying processes within any new business or contract ensuring simplicity of access, full understanding and implementation through effective delivery programs.
  • To build effective working relationships with key stakeholders
  • To keep up to date with new legislation and industry practices to enable robust guidance afforded to the business.
  • Collaborate with external stakeholders such as the Gas Safe register and industry associations to stay informed about upcoming regulations, participate in industry forums and influence policy development.
  • Preparing the organisation for external audits and inspections and ensuring a smooth process
  • To communicate proactively on gas related issues and prepare reports, bulletins and briefs, as requested, to promote learning

  • Assist with OCS Apprenticeship schemes where required on request by the UK&I Technical Director

About You:

  • Applicants must have the right to work in the UK

Necessary

  • General secondary education with a high level of numeracy and literacy
  • Current Gas Safe Registered
  • City & Guilds: Level 2 & 3 in Service and Maintenance of heating and ventilation system
  • City & Guilds: BS7671 17th edition
  • City & Guilds: Authorised Engineer and Persons Mechanical Pressure Systems
  • Commercial and domestic gas qualifications including CIGA1, COCN1, CORT1, ICPN1, TPCP1, TPCP1A, CCN1, CENWAT, CKR1, HTR1, Unvented cylinders, and commercial catering.
  • Membership of the Guild of professional Gas Engineer or equivalent
  • Comprehensive knowledge of gas compliance and statutory requirements placed on the business,
  • Extensive practical gas safety compliance and delivery experience, preferably in a services, manufacturing, industrial or engineering environment.
  • A proven history of working in relevant industry sectors is important combined with specialist knowledge of services e.g. hard services and facilities management.
  • A credible level of experience in investigating significant events and in dealing with enforcement agencies. A good knowledge and understanding of civil claims and criminal enforcement.
  • Confident when dealing with the enforcing authorities
  • Able to operate and communicate competently with any level of customer within both the internal and external client organisation.
  • The ability to demonstrate proactive customer relationship management and effective relationship building is essential.
