TECHNICAL LEAD, USAID POWER AFRICA INITIATIVE SUPPORT MECHANISM (PAISM), PRETORIA, SOUTH AFRICA

POSITION DESCRIPTION:

Social Impact is seeking a full-time Technical Lead to oversee and direct M&E services under PAISM Objectives 1 – 4, which include monitoring, evaluation and assessments; collaborating, learning, and adapting (CLA); and knowledge management services. The Technical Lead will provide quality assurance across all technical tasks and deliverables to USAID/PA.
This will be a full-time position based in Pretoria, South Africa for the duration of the contract, contingent upon contract award.

QUALIFICATIONS:

  • Master’s degree in the field of international development, public administration, business administration or related field.
  • Minimum of 10 years of demonstrated experience in the design, management, and implementation of monitoring, evaluations, CLA, and knowledge management in international development.
  • Experience serving on projects/programs and/or activities related to the power sector, including energy, engineering, and the environment, is preferred.
  • Previous experience supporting USAID-funded MEL support contracts in a similar capacity.
  • Proven supervisory, mentorship, and leadership capabilities for all levels of staff (employees and consultants).
  • Familiarity with Power Africa and key relevant USAID strategies and policies, including the USAID Climate Strategy and the USAID Localization Policy.
  • Fluency in oral and written English. Superior oral and written communication skills.
  • Professional proficiency in French is preferred.

Responsibilities:

  • Lead and oversee technical services including monitoring, evaluations and assessments, CLA, and knowledge management for USAID/PA, implementing partners, and other stakeholders.
  • Responsible for the design, quality, and final deliverables for related services under Objectives 1-4.
  • Supervise and mentor PAISM staff. Ensure that short-term technical team members are of a high caliber and possess the required technical expertise.
  • Coordinate with USAID/PA and PACO teams, SI-HQ staff, and implementing partners in the direction of technical MEL, CLA, and KM activities, from scope of work, design, implementation, dissemination, and utilization phases.
