CDM Smith is proud to partner with the Millennium Challenge Corporation (MCC) and the Republic of Indonesia to implement a groundbreaking initiative aimed at bolstering economic growth and development within the region. With a substantial investment from the MCC and contribution from the Indonesian government, the new Compact seeks to revitalize financial intermediation and infrastructure in Indonesia. This effort endeavors to address critical obstacles hindering economic progress by enhancing infrastructure financing, particularly in the realms of transportation and logistics, while also fostering greater accessibility to financial resources for micro, small, and medium-sized enterprises. To achieve these ambitious objectives, the compact comprises three projects: the Advancing Transport and Logistics Accessibility Services (ATLAS) Project, the Financial Markets Development Project (FMDP), and the Access to Finance for Women-owned/Micro, Small, and Medium Enterprises Project (MSME Finance Project).
In line with these initiatives, CDM Smith, along with strategic partner firms, will serve as the Program Management Consultant (PMC) under the Millennium Challenge Account – Indonesia II (MCA) for the five-year planned duration of the program (2024-2029).
Role Responsibilities:
The Project Specialist for the Advancing Transport and Logistics Accessibility (ATLAS) project will be responsible for supporting the Deputy Team Leader in overseeing the PMC Technical Assistance tasks under the ATLAS Project. The Specialist shall ensure that the tasks are aligned and synchronized with the specific requirements agreed with the stakeholders. The Specialist should help to mobilize and coordinate Subject Matter Experts required and aligned with the dynamics needs of the projects. Moreover, the ATLAS Project Specialist will be prepared to actively engage in coordinating with key stakeholders, if required by the MCA-Indonesia II.
Anticipated tasks include but may not be limited to:
- Reporting to the Deputy Team Leader for the ATLAS Project, the Specialist shall provide overall program management support for ATLAS responsibilities on the PMC team.
- Liaise with MCA-Indonesia, contract implementing partners, and other stakeholders as necessary to advance the ATLAS project activities.
- Provide thought leadership support in maximizing ATLAS outcomes and objectives.
- Support PMC role for carrying out TAS tasks under ATLAS, including synchronization of tasks between ATLAS Activities; facilitate synergy with FMDP and MSME Activities; engagement and coordination with key ATLAS stakeholders, including routine travel for sub-national stakeholder engagement.
- Support Technical Directive scoping and support approved Technical Directives and associated SME inputs related to ATLAS.
- Support required project deliverables and standard progress reporting for the PMC team.
- Participate in planned travel to priority provinces to engage with sub-national partners.

MINIMUM QUALIFICATIONS
- Minimum Bachelor’s degree in Civil or Transportation Engineering.
- Minimum 10 years’ professional experience in transport infrastructure and financing, at a national and sub-national level.
- Demonstrated experience and skills in project management, including: planning, budgeting, administration, risk management, monitoring, and reporting on transport development projects.
- Demonstrated experience in program management support for logistically complex, large-scale infrastructure development, capacity building activities and/or economic development programs of similar size and scope to the MCA-Indonesia II projects.
- Direct experience working on transport development projects, as well as knowledge of FIDIC general conditions of contract.
- Excellent written and oral communication skills in English. Communication skills in Bahasa Indonesia are desirable
